LOWER VALLEY WATER DISTRICT Compliance Officer in CLINT, Texas

GENERAL PURPOSE

Under general supervision, oversees the Districts Compliance Programs including but not limited to Cross Connection and Fats, Oils, and Grease (FOG) programs. Functions as an independent and objective body that reviews and evaluates complex compliance issues/concerns within the organization. The position ensures the Board of Directors, management and employees are in compliance with the rules and regulations of regulatory agencies. Provides reports on a regular basis, and as directed or requested, to keep the Manager, General Manager, and Board of Directors informed of the operation and progress of compliance efforts.

SUPERVISION

General supervision is provided by the Regulatory Enforcement Manager.

REPRESENTATIVE DUTIES

The following is a summary of essential functions and duties required for the position ofCompliance Officer.   • Monitors, oversees, and maintains compliance with policies and procedures for the general operation of the Compliance Program and its related activities to keep the District operation in compliance with regulatory agencies.
  • Collaborates with other departments (e.g., Regulatory Enforcement, Field Operations, Customer Service, etc.) to direct proper reporting and resolution to violations from regulatory agencies.
  • Responds to alleged violations of regulatory agencies by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
  • Acts as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately evaluated, investigated, and resolved.
  • Identifies potential areas of compliance vulnerability and risk; develops and provides recommendations to management with corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
  • Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
  • Institutes and maintains an effective compliance communication program for the organization, including promoting understanding of new and existing compliance issues and related policies and procedures.
  • Works with other departments as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
  • Monitors the performance of the Compliance Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness.
  • Understanding of all regulations and compliance programs of all related regulatory agencies.

QUALIFICATIONS

The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position ofCompliance Officer.

Education and Experience Guidelines-Below is a summary of the minimum educational qualification requirements for the position ofCompliance Officer.

Education/Training:Bachelors Degree in Public Administration, Environmental Science, or related field; or an equivalent combination of education, training, and experience. Bilingual preferred (English and Spanish).

Experience:Five (5) years experience working rules and regulations and compliance with Texas Commission on Environmental Quality (TCEQ) and any affected funding/r gulatory agencies.

License or Certificate:

Valid Texas Class C Drivers License; Class B CDL preferred and must have acceptable driving record.

Class C Wastewater Treatment License issued by the State of Texas or be able to obtain one within one (1) year of appointment to position.

Class C Water Distribution License issued by the State of Texas or be able to obtain one within one (1) year of appointment to position.

Backflow Prevention Certificate issued by the State of Texas or be able to obtain one within one (1) year of appointment to position.

Knowledge, Skills and Abilities:

  • Ability to understand all regulations, and compliance programs of all related regulatory agencies.
  • Ability to establish and maintain effective working relationships with fellow employees, officials, and the public.
  • Ability to prepare and maintain records and reports.
  • Ability to read, comprehend, evaluate, and prepare complex technical documents.
  • Must be able to operate computer and various software applications.
  • Must have clear and concise oral and written communications skills to effectively respond to common inquiries and complaints.
  • Must be able to adept in being proactive in identifying, assessing, and providing recommendations on minimizing risks associated with compliance related to environmental policies.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment:This position functions in both indoor and outdoor environments due to the nature of the Districts business and various work locations. Travel from site to site will be required. May be exposed to noise, dust, and inclement weather conditions. Outside work involves exposure to all weather conditions, traffic conditions, noise, dust, gases, asbestos, radiation, electrical systems, and construction equipment. Position is subject to extended work schedules, including evenings and weekends.

Physical:Primary functions require sufficient physical ability and mobility to work in a professional office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry up to 50 pounds and push up to 100 pounds; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. May sit or stand for extended periods

Vision: Must be able to see in the normal visual range, with or without corrective devices. Must be able to read.

Hearing:Must be able to hear in the normal audio range, with or without corrective devices.

Travel:Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.

Personal Protective Equipment Required: Safety equipment includes hard hat, traffic vest, ear plugs, eye protection, and safety shoes
