DESCRIPTION OF WORK In this role, you will apply engineering expertise to evaluate design plans created both in-house and by consultants for the installation of Intelligent Transportation System (ITS) equipment. This evaluation encompasses a variety of tasks, including assessing line-of-sight calculations, determining optimal device placements, and examining structural details related to these devices.
Working under the guidance of a supervisor, you will gather and analyze data concerning roadway geometry, operational dynamics, user interactions, and environmental factors, which include the type, size, and positioning of traffic control devices alongside relevant contextual features.
You will define strategies for planning, designing, constructing, or maintaining enhancements to highway safety and mobility, with a particular focus on traffic control devices such as signs, pavement markings, traffic signals, and information for motorists.
Field inspections and testing of traffic signal installations will be part of your responsibilities to ensure compliance with approved plans and permits.
You will also evaluate both permanent and temporary traffic control measures, including work zones and incident management strategies.
Collaboration with internal and external stakeholders will be essential, facilitated through face-to-face meetings as well as electronic and handwritten communications and reports.
A significant emphasis will be placed on highway mobility, which includes conducting traffic studies to justify the need for traffic control devices like traffic signals and flashing warning systems.
You will work closely with municipalities to ensure their traffic signal permits align with Pennsylvania's laws, regulations, and policies.
Additionally, you will review and assist in the preparation of Traffic Impact Studies, Traffic Impact Analyses, and Congestion Management Studies, primarily to support the District Highway Occupancy Permit Program.
Utilizing tools such as Synchro, Maxview, and the PennDOT Traffic Signals Asset Management System (TSAMS), along with other software applications, you will manage and analyze data, synthesizing it into comprehensive reports, often using standard PennDOT Traffic Engineering Forms.

Work Schedule and Additional Information:
Full-time employment Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements:
Successful completion of the Civil Engineer Trainee training program (commonwealth title); or Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania tate Registration Board for Professional Engineers, Land Surveyors and Geologists; or
Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or
One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.
Other Requirements:
PA residency requirement is currently waived for this title. Hiring preference for this vacancy may be given to candidates who live within Mckean, Potter, Elk, Cameron, Clearfield, Clinton, Centre, Mifflin or Juniata counties.
