[POSITION SUMMARY [An incumbent in this position is responsible for strategic planning and management of all current and future buildings, campus conditions, and associated facilities and systems. Directs, controls and coordinates building operations and maintenance of clinical and non-clinical structures at the Medical Center and provides oversight of select facility support services. Provides highly responsible support to the Executive Management Team. Develops and implements standard practices for facility operations to promote a safe environment of care for patients, staff and visitors. *[POSITION RESPONSIBILITIES/DUTIES]{arial="" narrow",sans-serif"=""}]{arial="" narrow",sans-serif"=""}]{arial="" narrow",sans-serif"=""}* Develops and implements policies and operational practices to ensure that operational goals are achieved efficiently and effectively. Prepares and manages the annual operating budget for facilities management ensuring it is consistent with institution priorities and assuring continuity of high quality, functional facilities. Maintains total administrative responsibility and develops operational systems which ensure the optimum utilization of Center facilities. Identifies potential or existing risks or liabilities relating to construction or maintenance of general and specialized structures and makes appropriate recommendations to ensure safety of patients, employees and visitors. Develops and implements facility risk assessment program to promote a safe environment. Develops and maintains facility operations and programs to ensure compliance with applicable state, local and federal standards and life safety specifications (CMS, NFPA, TJC, OSHA, EPA, FGI guidelines). Participates in Life Safety Survey activities in collaboration with site survey regulatory team and ensures continuous readiness survey activities are completed for facilities/engineering services department and assigned facility support services. Works in collaboration with other key stakeholders to develop and implement the hospitals emergency management program as it relates to facilities management. Serves as a liaison and works in collaboration with AandE design firm and related project engineering teams on projects for the design of new hospital, construction of hospital facilities and development of life safety systems and medical equipment. Develops and implements a comprehensive and robust preventative maintenance program for all facilities infrastructure and equipment to include maintenance of a temporary hospital structure to avoid disruptions in patient care services. Ensures appropriate inspection, testing and maintenance of all facilities infrastructure and equipment is accomplished in a manner that is both planned and consistent with industry standards and applicable state and federal regulations. Develops, proposes and manages contracts with external suppliers and service providers, oversees all facilities related contractor activity on campus including ensuring contractor compliance with applicable labor laws, safety procedures, quality control and institution policies.
