Summary The Lease Coordinator position is organizationally aligned within the Facility Master Planning under the Engineering Section of the Facility Management Service at the Jesse Brown VA Medical Center, Chicago, IL. This position provides daily oversight and enforcement of the lessor's performance in meeting the terms and conditions of the lease, for Jesse Brown VA Hospital campus and its Community Based Outpatient Clinics (CBOCs) and leases. Responsibilities Major Duties: Provides short term planning, technical expertise, and implementation of building management though complex lease agreements. Coordinate procedures and methods relating to the space/building equipment maintenance including repair and replacement, building repairs and alterations, space requirements, energy utilization, safety and environmental issues, concessions, and telecommunication alterations in direct support of community-based outpatient clinics (CBOC) and other JBVAMC leased spaces. Analyzes and evaluates agency functions and activates to independently determine appropriate changes or actions required and ensures the government receives the full contractual benefits under the terms of the lease. Apply analytical and evaluative methods and techniques in review of leases and guarantee reports and transactions meet lease guidelines and financial objectives. Serves as the primary point of contact with staff in JBVAMC leased buildings regarding building management, maintenance, and repairs. Coordinates and facilitates Lessor's maintenance and repair activities to include, providing access to VA areas, coordination with on-site VA staff members. Interacts extensively with staff on a reoccurring basis to assess the facility and service needs. Independently investigate complaints received from a variety of sources to determine responsibilities of the parties by the thorough knowledge of contracted terms and interpretation of lease provisions to execute the best course of resolution. Serves as Contracting Officer's Representative (COR), provides contract administration and lease management services. Preform scheduling, layout of operations, inspection and surveillance of materials, methods and equipment used in construction. Conducts periodic project review and analysis briefings to compare progress with objectives and established milestones. Identifies areas where slippage is occurring, determines and executes required corrective action to bring project in line with established schedules. Responds to all requests for repairs, changes to existing conditions and issues that arise for leased occupied space in a timely manner. Obtains a full understanding of all issues that are involved with remediating the current issue being raised. Provides solutions for resolving the issue at hand. Determines the proper path to proceed with resolving the issue. Ability to create and utilize Excel Spreadsheet and Power Point Occasional lease site visits. Specialized experience is defined as experience that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the Management and Program Analyst (Leasing Coordinator) position and that is typically in or related to the work of the position to be filled. Specialized experience for this position consists of: Experience in positions that required knowledge of analytical and evaluative methods and techniques in review of leases and guarantee reports and transactions meet lease guidelines and financial objectives. Knowledge and skill of contracted terms and interpretation of lease provisions to execute the best course of resolution. Knowledge of the project management life cycle process, federal laws and regulations relating to leasing, property management and sharing agreement procedures. Skill in preparing briefing texts and materials sufficient to conduct and present briefings to all levels of leadership, and other federal, state, and local agency officials. Ability to read and interpret technical, legal, and engineering documents, maps, and architectural plans, investigate and report on land and real property, exercise sound judgement, evaluate land values, draw sound and logical conclusions from facts, obtain comprehensive facts. --OR-- Substitution of Education for Experience GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related to the Project Manager position, may be substituted for specialized experience to qualify for this grade 11 position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty, and close quarters, and lifting of light or moderate heavy items weighing less than 50 pounds. Work Environment: The work area is adequately lighted, heated, and ventilated typical of such places as offices, training rooms, and libraries. The work environment also involves everyday risks or discomforts that require normal safety precautions. There are regular and reoccurring visits to the project construction sites, mechanical equipment rooms, confined spaces, and other spaces that are noisy, dusty, where strong orders exist, dirty and close quarters which may involve moderate risks or discomforts. Personal protective equipment (PPE) is required in many of these spaces and required to be worn to ensure safety. There will be occasional exposure to moderate risks or discomforts in storage areas, mechanical equipment rooms, boiler plants and steam tunnels, outdoor conditions involving exposure to cold/hot weather, rain, and wind.
