Environmental Protection Agency Budget Analyst in Chicago, Illinois

Summary This position is in Region 5, Superfund and Emergency Management Division, Operations Management Branch, Data and Budget Management Section. Responsibilities You will: Analyze budgetary trends, changes and relationships, and recommend budgetary actions when necessary in order to ensure program obligations are met. Prepare annual and multi-year budgets for assigned organizations including reviewing, editing, and consolidating budget estimates; preparing detailed narrative justifications; and verifying validity of budgetary data. Monitor the execution of annual and multi-year budgets within an assigned organization with various sources and types of funding. Provide guidance concerning the legal and regulatory aspects of acquiring funds and the use of funds for program and administrative purposes. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-11 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-09 level defined as interpreting and advising stakeholders on budgetary/financial policies, guidelines, and/or directives; defining budget requirements for formulation; analyzing and preparing reports on annual funding needs for future budget years; Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position; or equivalent combination of education and experience To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as presenting and justifying a budget for execution to management officials; providing short- or long-term analyses on budgetary/financial data for determining an organization’s future needs and requirements; evaluating final determinations on the approval/disapproval of program funding resources. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of budget-related laws, regulations, policies, precedents, and techniques. Knowledge of managerial accounting. Knowledge of budgeting processes and systems. Skill in oral communication sufficient to provide technical advice on an organization’s budget. Skill in written communication sufficient to prepare detailed narrative justifications for projected funding. Ability to consolidate multi-year budget estimates into a single budget request. Ability to plan budgets based on an organization’s objectives and sources of funding. Ability to analyze a program’s financial resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
