Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RESOURCE MANAGER, Position Description Number PDT5432P01 and is part of the WY Construction and Facilities Management Office, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required. Responsibilities This position is located in the Wyoming Army National Guard's Construction and Facilities Management Office (CFMO), Resource Management Branch. The purpose of this position is to accomplish management and financial administration of programs under the control of the CFMO. Supervises the work of the function. Duties include but are not limited to the following: - Serves as a principal advisor to the CFMO regarding resource management. - Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. - Provides expert guidance in the development and preparation of budget submissions, execution and closeout. - Provides technical advice, reviews final drafts prior to execution, and manages financial execution of negotiated agreements. Serves as a regulatory expert responsible for interpreting and resolving conflicts in the budgetary guidance and regulations issued by Congress, Department of Defense (DOD), Department of Army (DA), National Guard (NG) state, local and other Federal agencies for the application to the budgets and programs. The work involves developing and managing the NG and state programs throughout multiple fiscal years until program close-out; and to develop and manage the operations and performance of the resource management office within the CFMO. The work also requires establishing evaluating, testing, and administering measures that determine program productivity, effectiveness, and efficiency and impact on future program requirements and costing. Work affects the plans, goals, and effectiveness of missions and programs at numerous training centers and large-scale logistical facilities throughout the state. Makes recommendations on ways to improve the utilization of funds, which will result in cost savings and effective accomplishment of mission and program objectives. Requirements Conditions of Employment EMPLOYMENT CONDITIONS: U.S. Citizenship Required. Must obtain and maintain a SECRET security clearance. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Irregular and overtime hours may be required to support operational requirements or contingencies. 3. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. 4. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. EDUCATION REQUIREMENTS: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government and have at least 24 months of broadening finance, resource management, accounting and/or audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. This experience may also have been obtained in the private sector, but resume must demonstrate it is comparable to the GS grade indicated. For hire consideration in the Wyoming Army National Guard's (ARNG) CFMO, Resource Management Branch, applicant should have: - Comprehensive working knowledge of planning, programming, budgeting, and executing regulations (DOD, DA, NG, state, local, and other federal), guidelines, and processes. - Thorough knowledge of execution of NG and state programs to ensure adherence to statutes. - Comprehensive knowledge of NG and state goals, objectives, and priorities. - Experienced in the identification, analysis, and resolution of a range of budgetary problems associated with program execution. - Working knowledge of the format and composition of financial documentation to support all budget processes. - Experienced in using public laws that govern multiple ARNG and state program appropriations. - Working knowledge of state and Federal accounting systems that administer CFMO programs. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT: Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case, he/she must complete the certification in the original 2-year period. DRIVER'S LICENSE: Must possess a valid driver's license. TRAINING REQUIREMENTS: Upon appointment, must complete the required General Fund Enterprise Business System (GFEBS) certifications with 6 months, the CFMO 101 Resource Manager's course and NGB's Cooperative Agreement course within 12 months and complete Fiscal Law (if hosted by agency or completed online) Education Refer to education requirement above. Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians: MR or NG Technicians who will lose or lost military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement may exercise preference eligibility to DoD positions with the local commuting area in accordance with section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation.
