U.S. Coast Guard Supervisory Accountant, GS-0510-14 in Chesapeake, Virginia

Summary This position is located in the Department of Homeland Security, United States Coast Guard, Finance Center, Chesapeake, VA. Responsibilities This position serves as a Branch Chief in the Comptroller Division of the United states Coast Guard (USCG) Finance Center (FINCEN). The position has responsibility for supervising and ensuring the accuracy and timely processing and reporting of various types of accounting transactions and events occurring over the course of the accounting cycle associated with activities such as commercial and member payments; receivables and collections, including intra-governmental payments and collections; property, plant and equipment; cash reconciliations; and financial statement preparation in accordance with federal regulations, standards, policies and procedures on behalf of the USCG and other federal customer agencies. Typical work assignments include: Providing expert advice in accounting, fiscal operations, and Chief Financial Officers (CFO) Act implementation. Validating data entered into accounting systems and consolidates for various USCG programs and FINCEN cross-serviced customers. Serving as office contact for review and reporting on matters related to the Federal Managers' Financial Integrity Act (FMFIA), providing information on material weaknesses and other management control weaknesses identified during reviews. Reviewing agency level accounting reconciliations and reports to ensure accuracy and timeliness and to provide agency-wide policy and oversight on a variety of operating accounting and financial reporting matters. Serving as a resource to agency managers and staff in researching laws, regulations, policy guidelines, and other pertinent documents to establish agency fiscal policy. Qualifications Basic Requirements At the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes the following: Experience in accounting, audit engagement and remediation, financial management policy, and personal property accountability; Experience developing, directing and having oversight of new or updated financial management policy to include the management of personal property and the timely and complete reporting of financial information; Experience conducting or directing the preparation of written reports and oral briefings to higher headquarters; and Experience performing the administrative and human resource management functions relative to the staff supervised AND Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
