DT Professional Services Proposal Manager in Chesapeake, Virginia

Job Summary:

DT Professional Services is seeking a Proposal Manager to join our dynamic Business Development team! This role will be responsible for mid to high level complexity information technology professional services proposals to the federal government. This position interfaces with assigned business units or functional areas, leveraging their experience to ease the development of information to support proposal submission. The Proposal Manager 2 supports the creation and preparation of company proposals, ensuring timeliness and accuracy to RFI/RFQ/RFP/Solicitation instructions. Their responsibilities revolve around producing leading medium to large proposal development teams, being ultimately responsible for proposal production schedules, developing proposal volumes and documentation, following up on tasks to various departments, and processing all assigned actions. This position is expected to provide mentoring to junior proposal managers best practices for federal agency proposal development.

The candidate will be working in a fast-paced environment and able to adapt to changing priorities and needs supporting capture managers, other proposal managers and executives. The candidate must be highly organized, attentive to detail, comfortable supporting multiple/simultaneous proposal development assignments, deliver measurable results on a daily basis, and be able to work independently in a remote work environment.

Candidates for this position must be eligible to attain a DoD Secret Security Clearance. The ideal candidate will be local to, and work at our Chesapeake, VA office location.

Responsibilities:

  • Oversee project plans and action items for various team members and subcontract partners in the delivery of data calls and proposal development

  • Establish proposal development and review schedules for technical, personnel, past performance, and price proposal volumes

  • Develop and write other requirements required for proposal submissions

  • Manage, develop and write responses required for SSN and RFI responses

  • Manage, develop response templates in accordance with SSN, RFI, RFP, and solicitation instructions

  • Develop labor category qualification matrices and staffing plan requirements in accordance with RFP/solicitation requirements

  • Develop staffing requisitions / labor category descriptions in accordance with key personnel labor category requirements

  • Develop and write resumes for proposed key and non-key personnel required for proposal submissions

  • Develop and write past performance and previous contract experience volumes required for proposal submissions

  • Develop and write management approach plan responses required for proposal submissions

  • Develop and write IT services technical approach responses required for proposal submissions

    Basic Qualifications:

  • Ability to obtain and maintain a DoD issued Secret Clearance

  • Bachelor’s degree Business, Information Technology, Finance, Journalism, English or other related field

  • 5+ years experience with proposal management and/or proposal development for federal agencies or 10+ years proposal management and/or proposal development for commercial clients and federal agencies without a Bachelor’s degree

  • 5+ years experience with DoD and Federal Government proposal coordination, production, and management

  • 5+ years proven experience managing medium to large teams, including subcontractors, to a proposal development schedule in a highly collaborative environment

  • 5+ years experience supporting Federal Agency IDIQ/BPA contract vehicles and/or multiple award contracts (MACs) such as Seaport-NxG, CIO SP3, 8(a) STARS III, Multiple Award Schedules (MAS), ENCORE III, etc

  • 5+ years experience supporting pricing analysts to create and validate all submittals for Cost Plus Fixed Fee (CPFF), Fixed Firm Price (FFP), and Time and Materials (T&M) pricing volumes

  • 3+ years experience with an IT services company (i.e. software development, systems engineering, etc.)

  • 3+ years experience with proposal management and other business development leadership and management skills

  • 3+ years experience and knowledge of business development and capture pursuit activities

  • Ability to multitask and prioritize multiple concurrent work requirements, including managing simultaneous proposal efforts

  • Ability to consistently meet deadlines

  • Proficiency in Google Suite (Google Mail, Google Docs, Google Sheets, Google Slides, Google Drive)

  • Proficiency in MS Office Suite (MS Word, MS Excel, MS PowerPoint)

  • Outstanding project management skills

  • Outstanding analytical and strategic thinking skills

  • Strong writing skills

  • Positive attitude with a strong desire for professional growth

    Preferred Qualifications:

  • Prior proposal management training or certification from the Association of Proposal Management Professionals (APMP) and/or Shipley Associates

  • Project Management Professional (PMP) certification

  • Previous experience developing DoD and Federal Agency proposal pricing submittals

    The compensation for this position: $80,000/annually.
