Job Overview:
Ascertain what work contained in the proposal documents is to be subcontracted, if any. Prepare technical description and bid price structure for subcontract requests for quotation based on anticipated schedule and Company’s job requirements. This is performed in coordination with the Subcontracts Administrator and Proposals Coordinator who assembles the commercial portions of the requests for quotation. Typical subcontracts the Offshore Coordinator will be responsible for are: survey, dredging, pipehaul, near shore crossing, and pipeline pre-commissioning. This role will be working in offshore vessel.
Key Tasks and Responsibilities:
Assist Marine Estimating Supervisor
Attend bid review meetings with management as and when required
Review tender documents including scope of work, drawings and specifications
Coordinate the input from all Offshore Operations departments into a single proposal summary
Prepare technical clarifications / qualifications pertaining to the scope of work, drawings and specifications and submit them to the Proposal Coordinator
Circulate relevant sections of the tender documents and develop briefing documents to all division departments
Determine if any clarifications are required from the Company regarding information provided in the tender documents
Determine the sequence of work to be performed
Determine the equipment to perform the work based on availability, tender requirements and management bid philosophy
Determine the crew make-up required for each phase of the project. Update and circulate crew make-ups, as required. This includes nationality determination and alterations to standard charges to cost for alternate nationalities, fuel and catering pricing, etc.
Determine the duration for the work, using historical records for similar jobs where applicable
Prepare a bar chart schedule for the marine work including vessel modifications and other preparatory work
Prepare miscellaneous costs for offshore work. This will include barge rig-ups / derigs, port clearances and project consumables. The offshore miscellaneous costs will include input from Diving, E & M, Safety, etc. and identify all costs of compliance to the tender documents
Coordinate all required construction engineering and preparation of technical drawings for bid submittals
Prepare written procedures on safe work methods which meet project requirements for inclusion in the technical bid submission
Essential Qualifications and Education:
Degree in relevant engineering discipline
3 years in oil & gas industry with Major contractor or consultant
Strong knowledge of McDermott process and procedures.
