Job Title: Career Navigator
Level: Field Staff
Reports to: Planning and Program Manager
Primary Functions:
To provide local employers with qualified job seekers to fulfill their immediate employment request by:
- Facilitating the match between job seekers and employers;
- Participate in a system for clearing labor between states and meeting the work test requirements of the State unemployment compensation system;
- Facilitate Workforce Investment Opportunity Act (WIOA) registration;
- Facilitate Trade Assistance Act (TAA) registration.
Essential Duties and Responsibilities: Other duties may be assigned.
- Explain services and programs available through Michigan Works! Northeast Consortium (MW!NC);
- Actively assist customers in locating appropriate employment resources, use of the job board, computers, and office equipment;
- Keep office equipment in the Resource Rooms at peak performance and report any issues to appropriate staff;
- Provide assistance to job seekers with developing resumes, writing cover letters, completing job applications and preparing for interviews when necessary;
- Maintain complete knowledge of the Pure Michigan Talent Connect system;
- Actively assist customers in locating appropriate employment by implementation of Talent Assistance services;
- Implement a "pool" concept of job seekers to facilitate matching of their skills with employment opportunities;
- Assist with the development of employability workshops and facilitate workshops as scheduled;
- Process the appropriate paperwork for Fidelity Bonding, Unemployment Insurance Agency (UIA) Training Waivers, UIA Re-employment class, and work registration for UIA claimants;
- Be knowledgeable of all program definitions, various program limitations, and eligibility criteria;
- Interview and assess applicant's eligibility for registration into WIOA, when applicable. Acquire verification documents to be used to determine eligibility;
- Effectively complete and maintain WIOA pre and post exit follow-up;
- Interview and assess applicant's eligibility for enrollment into TAA. Acquire verification documents to be used to determine eligibility;
- Run, process and distribute required reports;
- Be knowledgeable of community agencies and services available for customer referrals as needed;
- Proctor WorkKeys testing and other assessment test;
- Maintain appropriate customer files;
- Maintain and be knowledgeable of WIOA, Welfare Reform, TAA, UIA and Employment Services policies and procedures including MIGS and WDB policies;
- Demonstrate a thorough understanding of performance objectives and how placement, retention and post-program follow-up affect these. Develop strategies with team members to ensure success;
- Maintain records of customer visits and services;
- Enter all applicable information on OSMIS and/or other identified systems in a timely manner;
- Be knowledgeable of laws enforced by EEOC including: Americans with Disability Act, Equal Pay Act, Civil Rights Act and Age Discrimination in Employment Act;
- Communicate in a professional manner with all customers, partner staff, and co-workers, in person, by phone or through electronic messaging;
