WACKER POLYSILICON NORTH AMERICA LLC Process Safety Manager in Charleston, Tennessee

The Manager of Process Safety Management is responsible for leading and securing resources for ongoing compliance with WACKER Process Safety Standards, the regulatory Process Safety Management (PSM) standard, Mechanical Integrity, and Risk Management Plan (RMP) programs for the CHA site. This position will interface with relevant third-parties such as agency inspectors and auditors retained by the Company as well as with facility and corporate leadership. The position requires very strong subject matter expertise regarding process safety and risk management planning, both as industrial disciplines as well as under the regulatory mandates for these areas. The position also requires a detailed understanding of facility operating, engineering, maintenance, and planning processes and the ability to identify and communicate PSM and RMP ramifications of existing, new, and modified processes. Following a similar ramp up period, the position also requires an aptitude for walking the plant and explaining to site personnel, contractors, and visitors, facility processes and PSM and RMP issues and solutions related to those processes. The position requires regular interface with virtually all departments of the facility as well as interface with initiatives within WACKER Global and the Regional Process Safety department. This position reports directly to the CHA Director EHSS.

  • Manages the implementation and continuous improvement of the Charleston site Process Safety Management (PSM) / Risk Management Plan (RMP), improving interdepartmental communication and collaboration to enhance the Site program. Responsible for application of all 14 elements of OSHA PSM standard.

``` - Support the adoption, implementation, and assurance of the PSM/RMP elements across the various Site departments to ensure company best practices and procedures are understood, implemented, and followed.

``` - Monitor State regulatory changes, publicly available information, and significant incidents at other companies and implement as aligned with site management.

``` - Provide leadership for management of process safety risks and process safety activities regulated under alternative regulatory regimes (e.g. PHMSA regulation of pipeline safety) - Assist in site procedure development and provide direct support to their implementation efforts of new and existing standards (e.g., NCA Process Safety Directives or SOPs).

``` - Provide evaluations and progress reports of ongoing programs to management as required - Manage the emergency response activities required for the Company Wide Transportation Distribution Incident Team - Collaborate with Regional PSM team on the implementation of the Process Safety Excellence roadmap. Identify needs required to comply with PSM/RMP and MI requirements

``` - Manage PHA program activities, including but not limited to, monitoring study schedules, support and tracking effectiveness of recommendations and team participants, and ensuring revalidations are completed timely.

``` - Provide oversight and conduct assessments for MOC, PHA, and RCA Programs - Manages the Charleston site Risk Management Plan, including submittal requirements, consequence analysis, records retention, corrective actions, and audits - Monitor and ensure record keeping and required reporting is met for PSM and RMP along with other similar regulatory activities for company and contractors. - Manage PSM Staff and Mentor Engineers and Operations personnel across the site - Supervise work priorities, performance evaluations and manage the professional development of the Charleston site Process Safety - Train and strengthen site personnel in their PSM related duties - Review results of all PHAs for quality and thoroughness - Coordinate required PSM/RMP compliance audits for the Site - Ensure Process Hazards Analysis (PHA) using appropriate PHA methodologies, such as WSA (WACKER Safety Analysis) - Ensure Pre-Startup Safety Reviews (PSSRs) are completed by process owners prior to startup of new or modified processes or equipment or after extended shutdown of equipment. Periodically review site PSSRs for quality and completeness - Ensure Process Safety Event investigation/root cause analysis are adequately conducted with effective corrective actions. Assist in the classification and tracking of events and corrective actions - Lead and participate in PSM and MI management system gap analysis and self-audits
