Koniag Professional Services is currently seeking an experienced and motivated Grounds Maintenance Supervisor (GMS) to play a pivotal role in the management and operation of the Federal Law Enforcement Training Center (FLETC) in Charleston, SC. As a key figure within our team, the GMS plays a crucial role in maintaining the grounds and snow removal of the multiple building complex, which includes office spaces, hotel spaces, open spaces, parking areas, athletic fields at the FLETC Complex located in Charleston, SC.

The Grounds Maintenance Supervisor ensures that the facility accommodates the complex, round-the-clock dynamics of FLETC employees and trainees with the highest degree of professionalism and responsiveness. Effective management of 24/7 the grounds and snow removal are crucial for maintaining operational smoothness and addressing the needs of employees and trainees. This requirement supports the broader logistical needs of the training programs.

This role offers a unique chance to significantly contribute to the operational excellence of a key federal training facility, directly impacting the safety, efficiency, and training quality for law enforcement personnel. The successful candidate plays a crucial role in ensuring the safety, comfort, and well-being of FLETC employees and trainees while maintaining the operational efficiency of the FLETC offices, support buildings, on-campus and off-campus transportation services, and dormitory facilities.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • You shall support the Program Manager, Alternate Program Manager, Quality Control Manager and Facility Operations Manager to meet the overall financial and operational management and the coordination for the work required under this contract You may participate as a Key Team member.

  • You may be required to participate in meetings with the designated Technical Representative(s) and the Contracting Officer bi-weekly.

  • A mutual effort will be made to resolve all problems identified. Written minutes of these meetings prepared by our office shall be provided to the Contracting Officer.

  • Should the Government not concur with the minutes, you will assist in developing a remedial action plan (RAP) for the Government form their concurrence with 72 hours of notice from the Government.

  • You shall support the Program Manager, Alternate Program Manager, Quality Control Manager and Facility Operations Manager to ensure we are providing in a reliable, timely manner all grounds maintenance services necessary to ensure the successful operation of the FLETC facilities in such a fashion as to not impact the operations of the training facility or disrupt its programs.

  • Responsible for overseeing the comprehensive management of ground maintenance, including plant care, snow removal, and response to natural disasters. This role requires a combination of practical experience, specialized knowledge, and a range of skills and abilities.

Preventive Maintenance Standards and Equipment Maintenance:

  • Oversee regular maintenance and servicing of all ground maintenance equipment according to the manufacturers' guidelines and FLETC standards.

  • This includes routine checks, lubrication, repairs, and replacements to minimize downtime and extend the equipment’s lifespan.

Record Keeping:

  • Maintain accurate records of all maintenance activities, inspections, and repairs. Use a maintenance management system to track equipment status and schedule preventive maintenance.

  • Adhering to Occupational Safety and Health Administration (OSHA) guidelines

  • An in-depth knowledge of heat stress management and relevant safety regulations.

  • This is essential for safeguarding the health and safety of the maintenance team, especially given the physically demanding nature of ground maintenance work often conducted in outdoor environments with exposure to extreme heat.

  • This includes understanding the physiology of heat stress, risk factors, preventive measures, monitoring and response, developing acclimatization programs and health surveillance.

Requirements:

  • DHS Clearance Required.

  • Must have a valid Driver’s License. (CDL Preferred)

Education:

  • Shall possess, at a minimum, an associate degree in Horticulture Technology, Landscape Architecture, Floriculture or Arboriculture.

Pluses:

  • Experience with automated systems.

  • Certified Landscape Technician (CLT)

  • Pesticide Application Certification

  • Snowplow Operator Certification

Work Experience, Knowledge, Skills & Abilities:

  • Shall possess at least 3 years of recent (within the past 10 years) responsible experience in field management of commercial/industrial grounds maintenance of the approximate size of FLETC Charleston.

  • Shall possess specific experience in scheduling and supervising a grounds workforce, as well as long term planning to prevent plant health and maintenance issues for acreage the approximate size of the FLETC Charleston.

  • Shall demonstrate professional skills and knowledge in planning for and establishing the structural organization needed to maintain grounds IAW FLETC guidance.

  • Shall have professional knowledge of turf, plants, plant bedding, soil, tree maintenance, pruning, removal, fertilizer application, weed control, and other landscape issues.

  • Experience in managing, planning, setting up, outfitting, and budgeting ground keeping, and snow removal services is mandatory.

  • Snow Removal and Emergency Response: Proven experience in managing snow removal operations and responding to emergencies caused by natural disasters, such as storms, hurricanes, and tornadoes, is crucial.

  • Experience with Green Practices: Experience implementing and managing landscaping and grounds maintenance operations that adhere to federal government green and environmental standards.

  • Familiarity with federal environmental regulations related to ground maintenance, including water conservation, chemical use, and waste management.

  • Supervisory Role: Proven track record in supervising and coordinating a large team of ground maintenance services staff, including hiring, training, and performance evaluation.

  • Vendor Management: Experience in managing contracts and relationships with external vendors and suppliers, including negotiating terms and overseeing the fulfillment of contractual obligations.

  • Strategic Planning and Development: Skills in developing standard operating procedures (SOPs) and scopes of work (SOW) that align with facility management goals.

  • Problem-Solving Skills: Ability to quickly identify problems and implement effective solutions, particularly in response to emergent issues or complaints.

  • Communication: Excellent verbal and written communication skills for interacting with staff, management, and external parties, and for writing reports and procedural documents.

  • Adaptability: Capable of adapting to changing circumstances, managing multiple priorities, and meeting tight deadlines.

  • Safeguarding Government Property.

  • Responsible for safeguarding all Government and KGS property and securing Government facilities, equipment, and materials at the end of each work period.

  • Quality Control Systems:

  • Inventory Management:

  • Maintain a robust inventory management system to keep track of all items.

  • Sustainability Practices:

  • Shall have proficiency in oral and written communications in English.

  • Shall have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.

Office Location and Travel:

  • Duty Station: Charleston, SC. Federal Law Enforcement Training Center Campus.

Working Environment & Conditions

10/90. 10% general office and 90% outside fieldwork. Infrequent work may be over moderately rough terrain and may occur during inclement weather. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit or stand, walk, climb stairs, drive lawn care and/or snow removal equipment for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 100 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
