Arlluk Technology Solutions, a KGS subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment.

Arlluk Technology Solutions, a Koniag Government Services company, is seeking an experienced Security Specialist to join our team supporting the Defense Health Agency. The ideal candidate will be responsible for ensuring the confidentiality, integrity, and availability of sensitive healthcare data and systems within the Military Health System. This role is crucial in maintaining a robust security posture, implementing security controls, and ensuring compliance with government regulations and industry standards.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Security Specialist will be responsible for developing, implementing, and maintaining security measures for MHS applications and infrastructure. Key responsibilities include:

  • Conduct security assessments and risk analysis of MHS systems and applications.

  • Develop and implement security policies, procedures, and best practices.

  • Monitor systems for security breaches and investigate incidents.

  • Perform vulnerability assessments and penetration testing.

  • Implement and maintain security controls in accordance with DoD and NIST guidelines.

  • Collaborate with development teams to ensure security is integrated throughout the software development lifecycle.

  • Conduct security awareness training for staff and stakeholders.

  • Manage and respond to security incidents, including coordinating with relevant stakeholders and authorities.

  • Ensure compliance with HIPAA, FISMA, and other relevant regulations and standards.

  • Participate in the change management process to assess security implications of system changes.

  • Assist in the development and maintenance of disaster recovery and business continuity plans.

  • Stay current with emerging threats, vulnerabilities, and security technologies.

Education and Experience:

Required:

  • Bachelor's degree in Cybersecurity, Information Technology, or related field with 5-7 years of experience in IT security, or

  • Master's degree in a relevant field with 3-5 years of experience in IT security, or

  • PhD in a relevant field with 0-2 years of experience in IT security

Required Skills and Competencies:

  • Strong knowledge of information security principles, practices, and standards

  • Experience with security tools and technologies (e.g., firewalls, IDS/IPS, SIEM)

  • Proficiency in conducting vulnerability assessments and penetration testing

  • Familiarity with DoD security requirements and NIST guidelines

  • Knowledge of encryption technologies and key management

  • Experience with identity and access management systems

  • Understanding of network security protocols and architectures

  • Ability to analyze and respond to security incidents effectively

  • Strong analytical and problem-solving skills

  • Excellent communication skills, both written and verbal

  • Familiarity with cloud security concepts and best practices

  • Ability to obtain and maintain a Public Trust clearance

Desired Skills and Competencies:

  • Experience working in government or military healthcare environments

  • Relevant security certifications (e.g., CISSP, CEH, Security+, GIAC)

  • Knowledge of healthcare IT systems and standards (e.g., HL7, DICOM)

  • Experience with secure coding practices and application security testing

  • Familiarity with containerization and microservices security

  • Knowledge of DevSecOps principles and practices

  • Experience with security automation and orchestration tools

  • Familiarity with AI and machine learning in cybersecurity

  • Understanding of mobile device security and mobile application security

  • Experience with security compliance audits and assessments

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
