KBR is seeking an Executive Level SME to support an exciting opportunity within to support our Chantilly customer. The candidate will provide satellite systems technical engineering and programmatic support for new start programs. The candidate will engage with the community to provide source selection documentation and production contract management. This candidate will interact with Senior Government and needs to understand the IC and acquisition cycle and processes.
This is a contingent position based upon contract award
Responsibilities include:
Be the Primary Lead to assist the Government to guide new programs through successful Intelligence Community Milestone B phase
Be a Senior level Subject Matter Expert (SME) who provides advice and support to program offices by reviewing program documentation to ensure contract actions are appropriately sequenced based for build phases and alignment with the overall architecture
Advise the Government on the course of actions related to a multitude of architecture products for an loosely coupled architecture
Draft Pre-Award documentation (Request for Proposal, Statement of Work, and technical specifications) and conduct technical evaluation of proposals to ensure contractor proposed designs meet requirements and mission needs
Review recommendations and provide independent pros and cons of options for Government consideration based on various architectures and trade studies
May perform contract management duties to include writing ECPs, analyzing CLIN structures, managing Award Fee as appropriate and generating ASC plans for ceiling increases and support other Govt required contract processes
Support preparation for, and participate in, SETA and prime led technical and management meetings in order to understand impacts to the architecture and programs within the SIGINT portfolio
Support programmatic and contractual decision-making for best value assessments and contribute to budget documentation (e.g., IPBS, CBJB)
Work with other acquisition and operational offices as needed to coordinate end-to-end system performance
Coordinate resolution of common technical and programmatic issues as necessary with program offices and with other acquisition offices as the relate to the SIGINT portfolio
Work as part of a team and collaborate with other program office subject matter experts, contractor developers, technology development offices, program managers, and contracting officers
Required Qualifications:
Experience working with NRO acquisition processes and procedures
Experience with guiding a program through source selection
Demonstrated experience with all aspects of program acquisition, from pre-award to PDR and CDR and eventual award of production contract
Demonstrated experience supporting overhead missions and working with IC and DoD mission partners
Experience performing technical evaluations of proposals and familiarity with pre-award documentation to support RFPs and Source Selections
General Systems Engineering experience with all aspects of the SE “V” as it relates to phases of the developer build and expected contract actions during these phases
Familiarity with the IC budget cycle and experience with generating IPBS/CBJB inputs
B.S. in a technical field (e.g., engineering, mathematics, physics)
Minimum 15 years of experience with NRO acquisition processes
Experience with IC and DoD customer sets; coordinating difficult issues and bringing issues to mutually agreeable closure
Desired Qualification:
COTR Certification
Experience with early life-cycle satellite engineering activities/milestones
Operational experience with SIGINT systems
Security Clearance Requirements: Active TS/SCI Poly
Travel Requirements: Up to 15% travel CONUS and OCONUS may be required
