Position Description

LOCATION:Queen Anne's County, Maryland

JOB SUMMARY

This position is in the Information and Communications Technology (ICT) Department. The incumbent is supervised by the Director of Information and Communications Technology and will serve as a member of the leadership team for the department. The Information Security Officers role is to provide vision and leadership for developing and supporting security initiatives. The Information Security Officer directs the planning and implementation of enterprise IT systems, business operations, and facility defenses against security breaches and vulnerability issues. This individual is also responsible for auditing existing systems, while directing the administration of security policies, activities, and standards.

ESSENTIAL FUNCTIONS

Lead strategic security planning to achieve business goals by prioritizing defense initiatives and coordinating the evaluation, deployment, and management of current and future security technologies using a risk-based assessment methodology.

Develop and communicate security strategies and plans to executive team, staff, and end-users. Responsible for the design and implementation of disaster recovery and business continuity plans, procedures, audits, and enhancements.

Develop, implement, maintain, and oversee enforcement of policies, procedures, and associated plans for system security administration and user system access based on industry-standard best practices.

Define and communicate corporate plans, procedures, policies, and standards for the organization for acquiring, implementing, and operating new security systems, equipment, software, and other technologies. Act as advocate and primary liaison for the countys security vision via regular written and in-person communications with the companys executives, department heads, and end users. Work closely with the IT department on corporate technology development to fully secure information, computer, network, and processing systems.

Recommend and implement changes in security policies and practices in accordance with changes in local or federal law.

Assess and communicate any and all security risks associated with any and all practices performed by the County.

Collaborate with IT Director, IT management team, and Human Resources to establish and maintain a system for ensuring that security and privacy policies are met. Promote and oversee strategic security relationships between internal resources and external entities, including government, vendors, and partner organizations. Remain informed on trends and issues in the security industry, including current and emerging technologies and prices. Advise, counsel, and educate executive and management teams on their relative importance and financial impact.

Provide cordial, responsive, and accurate customer service.

KNOWLEDGE, SKILLS, AND ABILITIES

Proven experience in organizing and implementing IT security plans and initiatives.

Experience in planning, development and executing security policies and standards.

Excellent knowledge of technology environments, including information security, physical security, and defense solutions.

Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systems.

Good understanding of computer systems characteristics, features, and integration capabilities.

Excellent understanding of project management principles.

Superior understanding of the organizations goals and objectives.

Demonstrated ability to apply IT in solving security problems.

In-depth knowledge of applicable laws and regulations as they relate to security.

Must have excellent interpersonal skills with a strong customer focus and a service-oriented attitude even in urgent situations. Possesses strong organizational skills with the ability to multi-task.

Must have strong verbal and wri ten communication skills.

Able to work independently and as part of a team.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a Class C Maryland Motor Vehicle Operators License (or the equivalent from another issuing state) or the ability to obtain such a license within thirty (30) daysof employment to position.

NIMS TRAINING

The following National Incident Management System (NIMS) Training is required with in the first year of employment:

EDUCATION AND EXPERIENCE

A Bachelors Degree in technology-related field is preferred. Must possess a High School Diploma or GED. Minimum five to seven (5-7) years experience managing an IT security operation; supervisory experience preferred; or an equivalent combination of education and experience. Various cybersecurity certifications preferred (CISSP, CISA, CISM, etc.)

PHYSICAL DEMANDS

Typically sit at a desk or computer table. Dexterity of hands and fingers to operate a computer keyboard, mouse, and other computer components. Crawling, climbing, and stooping may be required.Lifting of network equipment and related components up to 50 lbs. Reasonable accommodations may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

WORK ENVIRONMENT

Work is performed in an office-like setting. May have to work in confined spaces such as floors, walls and ceiling conducing inspection or installation go cables. Noise level is usually quiet.

COMMENTS

This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.

An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.

Employees must conform to applicable policies and safety rules.

This position is one within the Queen Annes County Civil Service System.An employee must serve a period of twelve-month probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
