Position Description
LOCATION: Queen Anne's County, Maryland
JOB SUMMARY
Compensation for this position is starting at the minimum of the salary range. This position performs a wide range of manual labor functions in support of the Department of Public Works.Under direct supervision of a maintenance supervisor, performs miscellaneous physical tasks related to the maintenance of County roads and solid waste management. Winter hours are 6:30AM-3:00PM and Summer hours are 6:00AM-2:30PM.
ESSENTIAL FUNCTIONS
Provides cordial, responsive, and accurate customer service.
Operates hand, motorized and electrical tools.
Performs routine maintenance and makes minor repairs to vehicles and small equipment.
Rakes stone and other activities related to road re-surfacing.
Cleans drainage ditches.
Removes tree limbs and debris from roadway.
Trims bushes and trees.
Performs traffic control by flagging.
Collects, removes, processes and/or disposes of solid waste.
Operates, tractor mower.
Assists in operation of stone box in re-surfacing operations.
Plows and removes snow.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES

LANGUAGE SKILLS
Ability to read a limited number of two- and three-syllable words and to recognize similarities and differences between words and between series of numbers written in English.Ability to print and speak simple sentences.

MATHEMATICAL SKILLS
Ability to apply basic math skills.Ability to perform these operations using standard unit of weight measurement, volume, and distance.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
Ability to maintain cooperative, working relationships with those contacted in the course of work activities.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a DOT Physical Certification Card required.Class B Commercial Drivers License issued by the Maryland MVA is preferred.
NIMS TRAINING
The following National Incident Management System (NIMS) Training is required within the first year of employment:

EDUCATION AND EXPERIENCE
A High School Diploma or a GED.Two (2) years of related experience or training in heavy equipment operation or an equivalent combination of training and experience. Chainsaw, forklift, bucket truck and flagger certification preferred but required within 180 days of hire.
Addition considerations for internal career ladder promotions, the following must also be achieved:
- Minimum of two years of performance evaluations with a score of 1.40 or higher as a Highway Technician
- No Employee Action Reports for a two-year period of written warning or higher as a Highway Technician
- Consistently demonstrates good attendance through reporting to work on time and working as scheduled; is flexible in changing work schedule if needed and is a good steward of leave time.
- Concurrence of promotion from supervisor
- Demonstration of progressive advancement in level of work duties and responsibilities
PHYSICAL DEMANDS
Regularly required to stand, walk, and use hands to handle or feel objects, tools, and controls; reach with hands and arms; climb or balance and stoop, kneel, crouch or crawl; talk and hear.Occasionally required to sit.
Requires regular lifting and/or moving up to 50 pounds and occasionally 100 pounds.Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT
Regularly works near moving mechanical parts and in outside weather conditions and is exposed to vibra ion.The employee may be exposed to toxic or caustic chemicals.The noise level in the work environment is usually loud.
COMMENTS
This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.
An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.
Employees must conform to applicable policies and safety rules.
This position is one within the Queen Annes County Civil Service System.An employee must serve a period of twelve months probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
