Records Analyst IV

TheRecords Management Organization (RMO) Program Analystposition reports to the Records Program Manager and Deputy Program Manager, with unlimited latitude for the use of initiative and independent judgment to perform advanced records and information management research and analysis in SIMCO-s RMO to protect, provide, and preserve the WIPP records. Work involves assisting in designing, evaluating, reviewing, recommending, implementing, updating, and maintaining requirements for WIPP-s records and document management program and systems. Ensures that established program requirements designed for SIMCO DC/RM to meet contractual, and all DOE imposed regulatory, and legal requirements. Provides recommendations to Records Program Manager and SIMCO Management relative to DC/RM procedures, functions, and processes.

Essential Job Functions

  • Conducts formal instructional sessions for RM staff and coordinators relating to the use of department policies, processes, and procedures.

  • Creating and implementing data management collection techniques

  • Analyzing data to determine better ways to implement Record Program guidelines while maintaining efficiency.

  • Identifying program needs based on data collected and analyzed.

  • Participating in strategic planning meetings

  • Provides assistance to internal and external customers on a variety of matters related to records and information management, including:

  • Developing and maintaining working relationships with program and administrative units to offer technical assistance on policies and procedures.

  • Verbal and written communication with internal and external customers on questions or concerns regarding records products and services, while also following DOE guidance and observing any legal restrictions on information sharing.

  • Scans, stores, indexes, and classifies records.

  • Prepares records for scanning and uploading or offsite storage.

  • Enters and maintains accurate information in agency storage inventory systems, using approved indexing tools to track records for future retrieval and use.

  • Develops and maintains a comprehensive understanding of WIPP records to classify (identify) them according to the WIPP File Plan.

  • Performs compliance and quality assurance activities.

  • Gathers information to help with the identification of records to ensure they are correctly categorized for records retention and disposition.

  • Provides technical assistance in identifying record series as outlined in the WIPP File Plan.

  • Follows verification procedures and prepares records for archiving.

  • Assists with the identification and transfer of records including preparing records for storage or destruction.

  • Ensures compliance with the transfer of permanent records according to DOE policy.

  • Assist with the identification of the WIPP-s essential/vital records and the creation and maintenance of the SIMCO-s vital records protection and disaster recovery plans.

  • Assist with the assessment of records following a disaster to determine necessary remediation efforts.

  • Assist with developing and conducting records management training.

  • Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.

  • Knowledge of DOE foundational records management policies, orders, and directivities.

  • Knowledge of records management laws, regulations, rules, policies, and procedures; and concepts of information governance of various phases of records and information management.

  • Advanced skills in the use of a computer and applicable software (e.g., Microsoft Suite).

  • Advanced skills in planning and prioritizing work activities.

  • Skill in research activities in a fast-paced business environment

  • Ability to research, analyze, and evaluate data and information to formulate conclusions and communicate guidance verbally or in writing.

  • Ability to apply standardized information management strategies and procedures to unusual and/or critical situations.

  • Ability to follow procedures and maintain confidentiality of any information obtained in the position.

    Exempt Salary Grade (30-36)

    Minimum Requirements:

  • Bachelor-s Degree and six (6) years of professional experience, or

  • Associate-s Degree plus ten (10) years of professional experience, or

  • High School Diploma or Equivalency with fourteen (14) years of professional experience is mandatory.

  • Experience must include a minimum five (5) years of previous relevant experience with a federally compliant records management program and systems

    Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

    Preferred Requirements:

  • Previous WIPP or Bechtel Records Management experience is a plus.
