PPP Head of Social Impact


Sellafield Ltd (SL) mobilised the Programme and Project Partners (PPP) model in May 2019, to transform the delivery of SL complex portfolio of major projects (20 year programme, £7bn CAPEX), supporting the transformation of the company from a nuclear operator into a world leader in environmental remediation. This will be delivered through newly established, long-term relationships:

  • Lot 1. Integration partner – KBR

  • Lot 2. Design and Engineering partner – Jacobs

  • Lot 3. Civils Construction Management partner – Morgan Sindall Infrastructure

  • Lot 4. Process Construction Management partner – Doosan Babcock Ltd

  • 5th Partner. Sellafield Ltd.

The PPP Full Business Case (FBC) sets out several benefits that its approval is predicated upon, PPP essentially being mobilised to deliver a coordinated programme of major project improvements/differentiators to realise the PPP FBC benefits, and associated Critical Success Factors, Success Factors and enable ‘beyond the business case benefits’.

PPP and Social Impact

  • Social impact is the effect an organisation's business operations have on the well-being of the community and society. Within the context of PPP, this demonstrates how the 5 partners will deliver against the seven strategic outcomes of the Sellafield Ltd Social Impact Strategy to help maximise the ‘social value’ of PPP.

  • The features which create the opportunity for PPP Social Impact are:

  • Value: £5bn to £7bn spend of public money on Major Projects at Sellafield Site;

  • Duration: 20 year high profile contract;

  • Deliverability: Requirement for the development of the skills and talent pipeline to deliver PPP

  • Capability: 5 committed, business focussed firms with deep national and international market reach and wide multi-industry experience;

  • Expectation: Sellafield Ltd’s transformation to accelerate delivery of its mission while delivering maximum social impact from HMG investment

  • IC Client Functional teams and Social Impact/Value Managers in Lot Partners & Sellafield Ltd Enterprise

Primary Role and Responsibilities

The role of PPP Head of Social Impact provides leadership and direction to the collective activities of the PPP Partners and its Supply Chains, including:

  • external Social Impact activities and stakeholder relationships

  • internal activities including PPP Projects and Services

  • ensuring that PPP Social Impact activities are aligned with wider activities and interventions – including those of Sellafield Ltd, the NDA and PPP Companies

  • monitoring, and ensuring PPP adoption of, UK Government requirements and guidance on creation of Social Value involving UK taxpayer funding

Day to day responsibilities include

  • overseeing the current implementation and future development of MESH (the PPP Social Impact Plan)

  • developing and updating PPP’s Social Impact Collaborative Management Plan

  • the non-labour budget associated with the Plan

  • the Resource Plan associated with implementation

  • the Schedule of Activity – reporting on planned and actual milestone achievements

  • coordinating the PPP social impact managers to ensure activities are delivered on time, within budget and achieve business case benefits where applicable

  • the cross-lot partner team; providing functional support, ensuring resource and scheduled activities are aligned.

  • the functional management of the West Cumbria Reboot programme managers and PPP’s day to day involvement in Reboot.

  • liaison with the Head of Social Impact for Sellafield Ltd and IC counterpart to report progress (outputs/outcomes).

  • manage and maintain relationships with internal and external stakeholders and partners including the local authority and key anchor organisations in relation to Social Impact.

  • oversee any Key Performance Indicators related to Social Impact

  • oversee successful completion of PPP’s Social Impact assurance measures

  • report and escalate matters to the Head of Transformation and Management Board Sponsor for Social Impact, as and when required. Ensuring levels of the organisation have visibility of key activities.

  • manage and report the forward plan to ensure senior management and client have assurance of planned activities, activities completed and forecast of activities to complete.

  • develop and maintain good working relationships with other workstream leads, teams and PPP supply chain to ensure we deliver the maximum social impact and business case benefits.

  • provide progress reports of performance against the workstream as required.


  • Experienced in leading UK based Social Impact/Social Value activities, applying and developing recognised best-practice methodologies

  • Commitment to operate to the high standards of behaviours needed for PPP success: safety, ambition, diversity & inclusion, empowerment & energy, and trust & respect.

  • Able to build relationships with at senior levels within both private and public sector organisations

  • Experience of working in a collaborative environment with multiple stakeholders from private, public and third sector organisations, including executive and senior management levels

  • Due to the significant level of stakeholder engagement and coordination required, this position requires residency in West Cumbria

  • British Citizen. UK Security Vetting will be required to level SC
