Project Overview:

The Mobile Launcher 2 (ML2) Project is to provide the design, procurement, construction, and start-up of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

Job Summary:

The purpose of the Project Controls Planner is to perform schedule development, maintenance, monitoring, and analysis of activities. Supports project organizational and administrative activities when delegated. Ensures work is completed as scheduled and identifies construction schedule-associated cost trends for management attention.#LI-KL1

Major Responsibilities:

  • Determines schedule dates for work activities within a discipline area or specialty.

  • Determines milestones to support project schedule.

  • Works with Area/Functional personnel to coordinate work sequences with the total project plan.

  • Conforms work sequence and activity durations per project’s execution plan for a specific discipline or specialty.

  • Determines inter-discipline constraints or interfaces that define activity sequences.

  • Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty.

  • Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.

  • Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.

  • Completes all work in compliance with the ML2 project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource loaded Integrated Master Schedule, Cost Processor, and associated software tools.

  • Prepares routine performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).

  • Identifies the scope of schedule activities.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience.

  • Must be a US Citizen or Permanent Resident of the US per contract requirements.

  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

  • All employees are subject and agree to random drug and alcohol testing as a condition of employment and successfully go through a government screening process. Unescorted access approval is required.

  • Candidate must successfully clear government background check.

Required Knowledge, Skills, and Abilities:

  • Proficient in software applications such as Excel, Word and PowerPoint.

  • Proficient with P6 scheduling software.

  • Intermediate level understanding of Project Controls general technical skills.

  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

  • Prior Earned Value Management System experience on an Engineering, Procurement Construction job.

  • Skilled in oral and written communication.

  • Flexibility to respond to urgent project requests and/or changing priorities.

  • Ability to work under pressure and with minimal supervision.

  • Demonstrated ability to work with people of varied backgrounds and objectives.
