Job Location:The primary work location for this position is Canon City, CO; however, occasional statewide travel will be required. The eligibility list created from this recruitment may be used to fill future vacancies in Colorado Springs.

Description of Job

As project manager, this position provides critical and essential fleet services to the DOC's statewide mission through implementation, oversight, and standardization of fleet safety practices.

This includes, but is not limited to:

  • DOC fleet safety policy creation, implementation, and oversight.

  • Conduct safety event reviews following accidents for accountability and standardization.

  • Provide direct management, leadership, supervision, and creation of the Fleet Safety work unit in conjunction with the Fleet Services Manager.

  • Provide direct oversight of the Learning Management System (LMS).

  • Develop and implement a strategic plan on creating a Fleet Safety Program, including driver training and creating policies and procedures. This planning will include working collaboratively with State Fleet, State Office of Risk Management, Prison Operations Division, Division of Adult Parole, and other divisions as needed, to support the reduction in preventable collisions, accident frequency, and hard braking.

  • Collaborate with fleet coordinators and the fleet manager to ensure implementation of strategies to accomplish the mission.

    Primary duties and responsibilities include, but are not limited to:

  • Management and oversight of all compliance and safety needs for a large, multi-functional DOC fleet, including inmate transport buses and vans, sedans, law enforcement vehicles, tractors and trailers, and heavy equipment.

  • Position works to actively develop and implement a strategic plan to transition the fleets current safety and compliance event management practices from the traditional practices to a modern, centralized, and proactive fleet management approach with the goal of lowering the frequency and severity of DOC’s fleet accidents and incidents. The planning process will include working collaboratively with DOC’s Fleet Services Manager, State Fleet, State Office of Risk Management, Department of Transportation, Department of Revenue, Federal Motor Carrier Safety Administration (FMCSA) and CDOC’s state-wide vehicle teams , to support the fleet with a formal Fleet Safety Policy and Program aimed at standardization of practices.

  • Position collaborates with Fleet Manager, Human Resources, Office of Inspector General, Prison Operations, Parole, and the various unit appointing authorities within CDOC.

  • Continuously monitors and develops fleet safety policies and procedures to ensure compliance with all local, state, and federal rules and regulations.

  • Serves as the CDOC Fleet Safety Subject Matter Expert (SME) for all fleet/equipment safety policies and procedures.

  • Assess needs by conducting annual internal mock DOT audits. Audits will measure compliance with local, state, and federal rules and regulations on fleet management.

  • Support and ensure success with State Universal Policies as they pertain to fleet Safety and/or compliance-related management.

  • Develop and manage near-term and long-range fleet projections.

  • Review practices, policies and procedures to ascertain effectiveness and provide feedback to subordinate staff.

  • Create measurable outcomes including (a) compliance with legislative mandates and (b) reduction of operating costs.

  • Work with Finance and Administration, Fleet Manager, and respective subject matter experts to strategically procure and implement Fleet Learning Management System equivalent to, or better than, the Smith Systems driver management system and online learning system.

  • Participate in the monthly Fleet Vehicle Coordinator update call to share any fleet safety and compliance-related updates, present on current opportunities for improvement, and celebrate any positive recognitions.

  • Analyze current safety event review processes and procedures to standardize all reviews and procedures.

  • Continuous management of the development and tracking system for all CDOC safety-related events and review statuses. Daily communication to be sent out.

  • Assess motor pool checkout procedures and recommend changes to ensure compliance with all local, state, and federal rules and regulations. Establish and oversee the process ensuring proper driver qualification file record keeping.

  • Establish and oversee the annual review process to ensure compliance with Motor Vehicle Record checks and medical certification as needed.

  • Establish and oversee the creation of a centralized CDOC-specific fleet safety and compliance dashboard, accident and incident review database, and prescribed administrative training/process for ensuring compliance is achieved with all local, state, and federal rules and regulations.

  • Ensures documentation is maintained following CDOC policy and practice.

  • Oversee the criteria development, tracking, and implementation of the DOC vehicle replacement plan process within the DOC.

  • Analyzes data and reports, and provides recommendations/findings to senior and executive leadership.

  • Resolve CDOC fleet issues as they arise.

  • Track and analyze the following (but not limited to): fiscal and operational impacts of CDOC fleet accidents to report on a consistent basis a trend line for accidents per million miles, preventable accident per million miles, accident frequency, accident severity, injury reporting, open accident reviews, days since last preventable accident, etc.

  • Analyze employee workloads and schedules when signs of fatigue are present within the event and or review process and make recommendations to the executive team based on findings.

  • To meet the future needs of the fleet, identify opportunities for improvement from a proactive educational approach regarding fleet compliance and safety topics.

  • Facilitate interactions with CDOC divisional staff to ensure that feedback, training needs, and location concerns are accounted for and remedied where appropriate.

  • In collaboration with Fleet Services Manager, provide training opportunities for staff to review accident/incident reporting procedures, alternate vehicle usage, and refueling procedures.

  • Establish guidelines and procedures for the purchase of supplies/products.

  • Develop resource strategies aligned with operations and strategic plans.

  • Direct fleet safety activities for CDOC as established by the State Office of Risk Management, Federal Motor Carrier Safety Administration (FMCSA), US DOT, and CDOC Administrative Regulations.

  • Attend Motor Vehicle Advisory Committee monthly meetings to exchange information with state fleet managers and provide input into SFM policy regarding the program and procedural changes.

  • Attend monthly CDOC Vehicle Coordinator Update Meeting and provide guidance and leadership for all thing safety and compliance as they relate to fleet.

  • Attend state fleet monthly telematics meeting and quarterly fleet sub-council meeting.

  • Direct CDOC fleet resources (staff and/or vehicles) in emergency situations as needed, in coordination with executive management.

  • Implement CDOC’s fleet Safety Policy in coordination with the Fleet Services Manager and under guidance/direction from the Executive Director.

  • Implement and oversee accident reporting events and procedures with the goal of continuous improvement.

MINIMUM QUALIFICATIONS

Experience Only: Seven (7) years of full-time,*professional experience in management areas including fleet, operations, logistics, projects, and/or transportation.

2 of the 7 years of professional experienceMUSTbe in fleet safety and/or risk management for a fleet consisting of commercial motor vehicles.

Possession or ability to gain NATMI Safety Supervisor Certification. If you do not currently hold NATMI Safety Supervisor, or equivalent certification, then the candidate must be able to prove that they meet the qualifications and obtain the certificate within the first 6 months of employment.

Education and Experience: A combination of related education in logistics, business management, public administration, supply-chain management, criminal justice or a related field AND*professionalexperience in management areas including fleet, operations, logistics, projects, and/or transportationequal to seven (7) years.
