Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST, Position Description Number T5615000 and is part of the WASHINGTON UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. Responsibilities As a PROGRAM ANALYST, GS-0343-9, you will: Develop sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Analyze, evaluate, validate, and identify ways to improve the mission, function, and activities of the organization. Develop cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment. Develop processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Review workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Education If you are using Education to qualify for this position, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
