City of Cambridge Program Quality Manager in Cambridge, Massachusetts

A collaboration between the City of Cambridge and Cambridge Public Schools, the mission of the Office of Early Childhood (OEC) is to connect the Cambridge early childhood ecosystem, align early childhood services and information, and advocate for and advance the needs of all young children, their families, and the early childhood workforce. The vision for this work is that every child and family in Cambridge has access to high quality early care and education experiences. As a result, all children enter school ready to thrive academically, physically, socially, and emotionally and continue to do so through third grade and beyond. DUTIES & RESPONSIBILITIES: With the Director of Education, develop, design and implement the center and family-based Continuous Quality Improvement Program (CQIP) in alignment with the Cambridge Preschool Program, and state and national quality standards. Using the latest research, supervise and guide the work of the Education Coaches to effectively and efficiently support program quality improvement in their assigned sites. This includes managing site assignments, caseloads, and serving as a resource, as needed. Support and serve as a model to consultants, serving as a resource, as needed. Lead the onboarding process for new center-based and family childcare partners to understand OECs Continuous Quality Improvement Program and the support provided (ie. tiered levels of support, coaching and mentoring frameworks, CLASS assessment, etc). As programs achieve the highest tier of quality, ensure the quality framework provides ongoing support aimed at maintaining high quality achieved. Identify program needs outside the scope of standard reimbursement for quality improvement and support process for accessing additional funding if needed. Ensure the collection and sharing of CLASS assessment data from external Reliable Raters with partner programs, Program Quality team, and OEC Evaluation Specialist, including managing Reliable Rater contracts and coordinating biannual CLASS assessment assignments aligned with Cambridge Preschool Programs. Ensure the Program Quality team remains CLASS certified yearly. Collect and share data with the larger OEC team to ensure continuous quality improvement across program contexts. Utilize continuous quality improvement data to advise and contribute to the development of professional development opportunities for program educators and leaders in collaboration with the Workforce Development team. Keep abreast of research and developments in early childhood education and quality improvement. And all other duties that may be assigned. MINIMUM REQUIREMENTS: Experience and Education Background in successfully leading early childhood program quality improvement efforts, demonstrated through 4+ years of related experience. Bachelors Degree. Extensive experience in standards, curriculum, assessment, teaching and learning and professional development. Experience working in an urban setting and with diverse groups. Knowledge, Skills, and Abilities Demonstrated leadership qualities, cultural competency and interpersonal skills necessary to work effectively and collaboratively with diverse groups. Strong organizational skills Strong presentation and facilitation skills with demonstrated experience convening committees and workgroups. Excellent verbal and written communication skills Excellent technological skills to create efficient systems of communication. Knowledge of Cambridge community is an asset.
