Overview

Senior Subject Matter Specialist

Bowhead seeks a Senior Subject Matter Specialist for a proposal effort in California, MD to conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants

Responsibilities

Essential functions will include:

  • Senior expert with extensive knowledge and experience developing and applying analytic methodologies and principles

  • Leads application of analytic techniques and helps define project objectives and strategic direction

  • Responsible for providing leadership and vision to client and project teams around the methodology

  • Resolves complex problems, which require an in-depth knowledge of analytic methodologies and principles

  • Directs the activities of more junior Analysts or other staff as necessary on activities related to the application of analytical techniques and methodologies

  • Demonstrated managerial and supervisory skills.

  • Other duties as assigned

Qualifications

  • BS or BA degree. An AS or AA degree and an additional 4 years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS. Five (5) years of experience as an analyst of which at least 3 years must be specialized in a program management, technical, or business analysis discipline; and included in the four (5) years, there must be three (3) years professional experience supporting NAVAIR programs or offices

  • Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations and life-cycle management of military acquisition programs

  • 2 years of supervisory/lead experience is required. Experience performing complex evaluations of existing procedures, processes, communication techniques, models, and/or systems related to management problems is desirable

  • Must have experience and knowledge sufficient to support senior Navy Leadership in facilitating sand developing command-wide strategic planning and Enterprise level vision documents, administering large organization executive board meetings, and developing command-wide documentation

  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint

  • Ability to communicate effectively with all levels of employees and outside contacts

  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

Physical Demands:

  • Must be able to lift up to 25 pounds

  • Must be able to stand and walk for prolonged amounts of time

  • Must be able to twist, bend and squat periodically
