The Senior Financial Analyst (FMS) will support Program Executive Office, Unmanned Aviation & Strike Weapons (PEO(U&W)), providing comprehensive financial management support for Foreign Military Sales (FMS) programs, from implementation to case closure.

ESSENTIAL FUNCTIONS:

The Senior Financial Analyst (FMS) will be responsible for:

  • Conducting quantitative analyses of information affecting investment programs for FMS.

  • Providing financial management support for FMS programs from implementation to case closure.

  • Developing cost estimates and financial projections for FMS cases.

  • Assisting with the preparation of program status reports and financial documentation.

  • Analyzing financial execution status to identify areas of concern and recommending corrective actions.

  • Ensuring compliance with Department of Defense (DoD) and Navy regulations, including the Security Assistance Management Manual (SAMM) and DoD Financial Management Regulation (FMR).

  • Supporting the preparation of Pricing and Availability (P&A) data, Letters of Offer and Acceptance (LOAs), and other financial documents in the Defense Security Assistance Management System (DSAMS).

  • Assisting with the development and execution of international agreements and co-production agreements as required.

  • Participating in program definition meetings, site surveys, management planning meetings, and Program Management Reviews (PMRs).

  • Performing additional duties as assigned

    REQUIRED QUALIFICATIONS:

  • Master's degree in Finance, Accounting, Business Administration, or a related field, with at least 10 years of experience performing financial management duties, of which at least 6 years must be within FMS.

  • ALLOWABLE SUBSTITUTIONS:

  • A Bachelor's degree plus an additional 2 years of relevant work experience (minimum 12 years total) performing the essential functions may be substituted for a Master's Degree.

  • An Associates degree plus an additional 4 years of relevant work experience (minimum 14 years total) performing the essential functions may be substituted for a Master's degree.

  • An additional 6 years of relevant work experience (minimum 16 years total) performing the essential functions may be substituted for a Master's degree.

  • Knowledge of Navy ERP systems.

  • Strong analytical and problem-solving skills.

  • Excellent written and verbal communication skills.

    DESIRED QUALIFICATIONS:

  • Knowledge and understanding of Department of Defense (DoD) policies and Navy regulations as set forth in the Security Assistance Management Manual (SAMM) and DoD Financial Management Regulation (FMR).

  • Experience with financial analysis of business programs, development of cost estimates, and Department of the Navy (DoN) procurement policies and procedures.

  • Familiarity with the Defense Security Assistance Management System (DSAMS) and other related financial management tools.
