General Statement of Duties / Distinguishing Features of the Class

We are seeking a highly collaborative, motivated executive-level candidate to direct the operations and activities of the City-County Community Enrichment Department.

This is highly responsible and complex administrative work involving the planning, organization, direction, supervision and coordination of the operations of the Community Enrichment Department, Parking Division, Weeds Division, Community Decay Division. This position reports directly to the City-County Chief Executive but extensive leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the Chief Executive, County Attorney, Community Development, Public Works Department, County Attorney, Planning Department, Budget Department, Historic Preservation and supervisory personnel in all City-County departments and divisions, employees, real estate developers, contractors, architects, engineers, property owners, animal owners and the general public. Supervision is exercised over the work of all employees in the Community Enrichment Department.

Examples of Essential Work (Illustrative Only)

  • Plans, directs and supervises the operations and activities of the City-County Community Enrichment Department;

  • Develops goals, plans and measurements for the identification and evaluation of community enrichment needs in the City-County;

  • Confers with other department and division heads and other supervisory personnel to discuss, identify and assess their community enrichment and related needs;

  • Identifies the costs, timing and other key issues involved in providing for City-County community enrichment needs;

  • Develops recommendations for enhancing the City-County community enrichment operations and services in collaboration with the Chief Executive and designated others;

  • Recommends and oversees implementation of City-County community enrichment policies, rules and regulations;

  • Directs, administers, provides oversight and participates in the planning, development and implementation of all community enrichment and related projects and programs involving the City-County;

  • Meets and consults with City, County, and State government representatives to coordinate all phases of City-County community enrichment operations, activities, divisions and programs;

  • Prepares or reviews project budgets, including estimates for project costs and provisions for project financial management and accounting;

  • Prepares or reviews fiscal compliance documents and reports and participates in compliance reviews as needed;

  • Prepares or reviews Requests for Proposals and participates in analyzing RFP responses, reviews of consultant qualifications and proposals, consultant interviews and selection and provides recommendations;

  • Prepares or reviews bidding documents as needed;

  • Prepares annual budget, meeting agendas and minutes and various reports for the Chief Executive and maintains related records;

  • Establishes functional organizational units within the department and designates personnel to serve such units;

  • Advises representatives of the public and private sectors in developing new concepts, plans, projects and programs;

  • Accounts for all grant funds, ensures compliance with all state and federal grant rules and regulations, oversees contract development and contractor performance activities and monitors project progress;

  • Performs special projects for the City-County Chief Executive;

  • Oversee Parking Division

  • Oversee the operations of the Dangerous Building Ordinance;

  • Oversee the operations of the Vacant Building Program;

  • Plan and organize the summer workforce program, festival support, parking lot maintenance, and trail maintenance;

  • Direct, create and coordinate the work plan for the community enrichment department;

  • Ensure Butte-Silver Bow Weed Board is up to date on all activities associated with work performed under direction of Weeds Coordinator;

  • Assigns, trains, schedules, motivates, monitors, supervises and evaluates the work of all department personnel as needed;

  • Attends meetings, conferences and workshops as requested and authorized;

  • Performs related work as required.

  • Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.

  • Performs all duties and work assignments in compliance with project quality requirements.

  • Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

Required Experience, Training, Knowledge, Skills, and Abilities

  • Comprehensive knowledge of the principles and practices of public administration, community enrichment, parking, and weed control;

  • Comprehensive knowledge of the design, cost estimating, building construction principles and practices (including residential, commercial, institutional and industrial construction) and of related standard construction principles and building codes;

  • Comprehensive Knowledge of all Butte-Silver Bow Municipal Codes required to direct large, multi-functional department;

  • Comprehensive knowledge of, rules and regulations pertaining to building demolitions and abatements;

  • Comprehensive knowledge of federal, State, and local environmental laws, rules and regulations pertaining to solid waste;

  • Comprehensive knowledge of historic preservation processes and procedures as practiced in the State of Montana;

  • Thorough knowledge of government accounting and contracts;

  • Thorough Knowledge of Planning/Zoning Enforcement;

  • Thorough knowledge of established weed control methods;

  • Through knowledge of powers and duties of Butte-Silver Bow Weed Board;

  • Develop written work plans and oversight of contractors for building abatements and demolitions;

  • Skill in reviewing, understanding and working from construction plans, drawings and diagrams;

  • Ability to communicate well with others both orally and in writing, using both technical and non-technical language;

  • Ability to train, assign, schedule, motivate, supervise and evaluate the work of others;

  • Ability to communicate well and establish and maintain effective working relationships with the City-County Chief Executive, County Attorney, Budget Director, City-County governing board members, members of City-County Building, Plumbing and Electrical boards, other County employees, supervisory personnel, real estate developers, contractors, architects, engineers and the general public;

  • Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;

  • Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties;

  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

  • Ability to perform a wide variety of management, administrative and technical tasks with accuracy and speed under the pressure of time-sensitive deadlines;

  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

  • Ability to train, motivate, schedule, supervise and evaluate the work of others;

  • Ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

  • Graduation from a college or university of recognized standing with a bachelor’s degree in Environmental Health, Public Administration or closely related field; and

  • Extensive experience in environmental health issues, Weed Control, Arbor Practices, and Enforcement Policies and Procedures or

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Possession of a valid Driver’s License issued by the State of Montana.

  • Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance. See below.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
