Summary:
The Manager, Payroll Services and Systems Administration is responsible for overseeing and monitoring all aspects of payroll operations and management of the Payroll Services and Systems Coordinator as well as the Payroll Specialists within the Finance department. Under the direction of the Director, Treasury & Payment Services, the Manager, Payroll Services and Systems Administration, implements and monitors payroll processes, policies, regulatory updates /changes, and standard operating procedures to improve transactional efficiencies and ensure optimal service levels. This position is also responsible for determining payroll service goals and driving attainment of the same through staff management, process improvement and service monitoring and reporting. This position serves as the primary resource for all Payroll associates on Lawson S3, BSI, Perceptive, Taylor Communications and Kronos technical issues to ensure a quick resolution to identified issues. This position will provide guidance according to Catholic Health policies and procedures to the Payroll Services and Systems Coordinator and Payroll Specialists as they field payroll related phone and email inquiries.
The Manager, Payroll and Systems Administration must possess strong knowledge of federal and state payroll tax and compensation laws. The position is responsible for overseeing the processing of federal and state tax payments, quarterly payroll tax returns, W-2's, electronic transmissions, banking functions (including ACH and positive pay), and Percent Allocation. This individual is responsible to work with Human Resources compensation team to interpret and build new pay rules resulting from changes in federal and state regulations and union negotiations. This position acts as liaison with HR for both union negotiations and arbitrations to provide advice and verify labor agreements are based on articles that can be operationalized using the current systems.
The Manager, Payroll Services and Systems Administration acts as liaison between the payroll department and multiple Information Systems departments to ensure payroll staff understanding and implementation of payroll system requirements and revisions. This includes working closely with payroll staff in identifying need for system revisions, formulating system requests and recommendations, and analyzing post-implementation results of system changes. Keeps payroll staff informed of process improvements and more efficient methods available for their use. This position, along with the Payroll Services and Systems Coordinator implements and maintains payroll systems developed in-house and those purchased from outside vendors. The Manager, Payroll Services and Systems Administration will continuously monitor the system functionality, preparing feasibility studies of potential systems modifications and changes. This position will facilitate the creation of documentation of system functions and capabilities and the training of payroll specialists, and assisting HRIS in the training of timekeepers and system-wide management in the use of the systems. Furthermore, the Manager, Payroll Services and Systems Administration is responsible for supporting application upgrades and expansions of functionality to meet changing user and organizational needs, including but not limited to testing and implementing of the functional changes.
The Manager, Payroll Services and Systems Administration serves as a liaison and the primary contact for Human Resources providing information as requested for all ministries. Provides accurate and timely information to department managers upon request and serves as point of contact for requests from outside agencies and other key stakeholders.
The Manager, Payroll Services and Systems Administration acts as the backup for payroll processing on a weekly and bi-weekly basis, with the primary payroll check processor being the Payroll Services and Systems Coordinator.
Responsibilities:
EDUCATION
Bachelors in Business Administration or related field required Fundamental Payroll Certification (FPC) preferred
Certified Payroll Professional (CPP) preferred
EXPERIENCE
A minimum of five (5) to ten (10) years Payroll work experience required in a multi-facility environment; preferably within a healthcare setting
A minimum of three (3) years Supervisory experience required
A minimum of three (3) years payroll system implementation experience including Time and Attendance and ERP Systems is required
KNOWLEDGE, SKILL AND ABILITY
Excellent knowledge of applicable current Federal and New York State wage and hour laws and regulatory requirements
Solid PC skills utilizing Microsoft Word, Excel and PowerPoint software applications
Multi-Systems knowledge and experience - Lawson S3, BSI, Taylor Communications and Kronos
Strong process orientation and project management skills
Expertise in leading and managing significant change initiatives and continuous improvements in payroll processing and in labor analytics
Proven track record in building partnerships and relationships with internal customers at all levels
Ability to successfully carry out roles and responsibilities within a fast, team based work environment
