Description of Job
Organizational Purpose:
The purpose of the Markets Division is to help increase marketing opportunities for Colorado’s food and agricultural producers, as well as to support the development of the next generation of agriculturalists and agricultural leaders. More specifically, CRS 35-1-104 and 35-75-203 outline functions, powers and duties of CDA relating to the marketing of Colorado agricultural products that include:
To extend in every practicable way the distribution and sale of Colorado agricultural products throughout the markets of the world.
To act as advisor to producers and distributors and to assist them in the economical and efficient distribution of their agricultural product.
To take charge of the exhibition of Colorado agricultural products at international or national expositions.
To cooperate with the USDA in getting and disseminating production statistics, market and trade information concerning demand, supply, prevailing prices, and commercial movements
To enforce the state laws or regulations relating to fruit and vegetable inspection and grading; and
To encourage and promote agricultural business projects that add value to agricultural products and aid the economies of rural communities.
Major Objectives of the Position:
This position exists as a staff authority for the comprehensive oversight, coordination, process, and management of CDA’s Specialty Crop Block Grant Program (SCBG). This includes strategic oversight and planning, related budget management and tracking, developing, and revising program guidelines and procedures, applications, reimbursement, and reporting processes.
The position also develops and implements outreach and communications plans to promote the program and coordinates the review and selection of grantees. Upon selection of the projects, the position drafts CDA’s SCBGP application and coordinates with USDA/AMS to secure all necessary approvals.
Post-award, this position has responsibility for managing the development of agreements with grantees, monitoring project status, reviewing reimbursement claims, overseeing progress reports and annual reports, conducting project site visits and audits, and evaluating the program.
The position also serves as the staff authority for strategic oversight, coordination, process, and management of Department initiatives focused on the support of the next generation of agricultural leaders. This includes comprehensive oversight and leadership for the Agricultural Workforce Development Program and the Next Generation Ag Leadership Grant Program.
In addition, this position will support the Division Director with the Market Orders within the Market Order Program.
Primary Duties:
Ag Workforce Development (AWD) Program Administration
Brief Duty Description:
Provides strategic direction and oversight for the Ag Workforce Development program, as well as provides leadership and guidance to support staff.
Involves knowledge of the Program, communicating program policies and procedures to producers and organizations, responding to questions, reviewing the rules concerning the AWD program and analyzing and evaluating the need for changes, interpreting the rule as it applies to grantees
Uses judgment to evaluate financial claims of grantees and determine whether costs are eligible
Oversees the day-to-day operations of the program, including oversight of the processes for screening applications, recruiting application review team members, conducting application review and scoring, selection, notification of awardees, drafting of agreements and program guidelines, review and processing of reimbursement requests, and site visits.
Evaluates the program through applicant and participant surveys. Initiates and manages the rulemaking process, in coordination with the Chief Administrative Officer, when changes to the regulation are necessary.
Develops and implements an outreach and communications plan for the program.
Pursues opportunities for collaboration and cooperation with organizations doing related work, creating program synergies and efficiencies. Identifies opportunities for outreach, collaboration, and partnership that advance program goals.
Research funding opportunities relevant to AWD program scope in order to expand the number of awards available in a given year; utilizes funds offered from CDLE or other state agencies by following guidelines and requirements.
Provides support to Markets Division Director and Senior Programs Manager in obtaining funding opportunities.
Next Gen Ag Leadership Program Administration
Brief Duty Description:
Provides strategic direction and oversight for Department programming related to Next Generation/Ag Leadership, as well as provides leadership and guidance to support staff.
Involves creating and communicating program policies and procedures to organizations, responding to questions, analyzing and evaluating the need for program changes, and uses judgment to evaluate financial claims of grantees and determine whether costs are eligible.
Develops grant program criteria, process, and materials. Creates and implements an outreach and communications plan for the program, coordinating with Markets Division leadership and the Communications team. Identifies opportunities for outreach, collaboration, and partnership that advance program goals.
Supports Markets Division leadership in developing appropriate grant award amounts for the Ag Leadership Program, based on availability of funds and number of proposals.
Maintains a working knowledge of federal, state, non-profit and private sector programs and opportunities serving young, beginning, and aspiring farmers and ranchers to field inquiries and provide proper direction.
Develops orientation materials and executes a training/orientation for all new awardees
Specialty Crop Block Grant Program Administration
Brief Duty Description:
Functions as the program administrator for the Specialty Crops Block Grant Program (SCBGP) and serves as the day-to-day liaison to USDA/AMS for matters relating to the SCBGP.
Develops and, as necessary, revises SCBGP guidelines and procedures, for the SCBGP application, reporting, and claim reimbursement forms processes to be consistent with guidance as provided by USDA/AMS and to conform with CDA fiscal policies and procedures.
Develops and implements communications and outreach plans, in cooperation with CDA’s Communications Director, to solicit project proposals, generally promote the SCBGP, obtain stakeholder feedback on specialty crop priorities, and announce grant awards. This may involve utilization of various online tools, social media, media releases, printed materials, townhall briefings at locations across the state, individual consultations, etc.
Responds to constituent and media inquiries.
Coordinates annual “Request for Proposals” and manages tools for tracking proposals received.
Manages a Review Team annually, crafts criteria for the review of proposals, and facilitates processes to select projects for inclusion in CDA’s SCBGP application.
Drafts CDA’s SCBGP application including projects selected for inclusion by the Review Team and coordinates its submission to USDA/AMS. The application is to conform to guidance and deadlines as provided by USDA/AMS.
Responsible for the overall management of Federal funds allocated annually to Colorado and coordinates with CDA’s Controller to establish organization, related codes, and budgets for SCBGP projects as approved by USDA/AMS.
Develops Statements of Work and coordinates with the Markets Division support staff to initiate contracts providing for the terms and conditions of which SCBGP funds are awarded to program participants.
Monitors project status through consultations with program participants and interim and final project reports. Reviews and submits progress reports to USDA/AMS in accordance with requirements and timelines as outlined in agreements between CDA and USDA/AMS.
Reviews claims for reimbursement submitted by program participants for eligibility, supporting documentation, proof of payment, and codes expenses to appropriate organization units and GBL codes. Requires ability to utilize charts of accounts and track budgets and expenditures within CORE. Coordinates with Markets Division support staff to submit all claims to CDA’s Business Operations Unit.
Participates in meetings between the Markets Division and the Business Operations Unit relating to budget status.
Regularly advises the Markets Division Director, the Senior Programs Manager, and CDA leadership concerning SCBGP status, funding, successes, and recommendations.
Other Duties as Assigned
Brief Duty Description:
Support Division Director with Market Orders Program and serves as alternate point of contact with Market Orders. Coordinates with the Division Director to provide program management and assistance.
Assists in the design, development, and implementation of new initiatives assigned to the Division.
As necessary, management will require additional duties similar to the job duties associated with this job classification.
