Brief Position Overview

The Occupational Safety/Health Specialist II is primarily responsible for managing MSU workers’ compensation, Stay-at-Work/Return-to-Work ( SAW / RTW ) programs and policy, and ensuring accurate and timely submission of MSU’s Property Loss Management Insurance Premium Discount Program. This position also assists with multi-line insurance programs including Property/Casualty, commercial property, boiler & machinery, business interruption, crime, fine art, cyber/information security, tort liability, auto, and the associated risk exposure reporting. Duties include managing certificates of insurance, contract review, and OSHA injury reporting.

Position Details

General Statement

The position of Occupational Safety/Health Specialist II reports to the Director of Safety & Risk Management.

Safety & Risk Management ( SRM ) strives to protect the people, property and assets of the MSU Bozeman campus. It provides expertise and management in the following areas:

• Risk assessment and mitigation strategies

• MSU workers’ compensation and Stay-at-Work/Return-to-Work ( SAW / RTW ) programs and policy

• Property Loss Management Insurance Premium Discount Program

• Property/Casualty insurance programs and loss control

• Occupational Health & Safety programs

• Industrial Hygiene programs

• Chemical and hazardous waste programs

• Electronic Waste and Universal waste programs

• Biowaste program

• Fire & Life Safety

• EHS policy and training

Duties and Responsibilities

  • Duties and Responsibilities • Manage the workers’ compensation and SAW / RTW programs including processing workers’ compensation claims; reporting; participating in claims meetings and associated claims resolution strategies; SAW / RTW opportunities, coordinating job analysis; liaising with the claim’s administrator, and participating in the MUS workers’ compensation program retreats and meetings.

  • Manage Montana State University’s Property Loss Management Insurance Premium Discount Program ( PLMP ). Establish, retain, and create the necessary information to generate the PLMP document prior to sending in a timely manner.

  • Ensure all workers’ compensation and risk management reporting is completed in an accurate, compliant and timely manner. Reporting includes workers compensation, property, liability, cyber/information security, vehicles, and annual RMTDD risk exposure and OSHA reporting, providing claim investigations, documentation and root cause analysis.

  • Assist in managing multi-line commercial and self-insurance programs in coordination with the State of Montana RMTD including property, general liability, cyber/information security, vehicles, international travel, fine art, etc.); ensure compliance with insurance, financial reporting and claims management rules and regulations; manage special event insurance programs and provide annual risk exposure reporting.

  • Assist with Certificates of Insurance and collect them from relevant parties.

  • Assist with contract review for risk management and insurance as well as optimal balance of risk retention and risk transfer.

  • Serve on University, campus and other committees/teams to provide risk management consultation and perspective and contribute to policy development.

  • Act as a role model for customer service and continuous quality improvement.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Bachelor’s Degree or Associates Degree in business, risk management or related field or equivalent combination of education and work experience.

  • Demonstrated knowledge of Montana workers’ compensation laws and processes, and SAW / RTW programs.

  • Demonstrated knowledge with a variety of lines of multi-line insurance programs, contract language and risk transfer.

  • General knowledge of job analysis procedures, medical terminology and the physical therapy/rehabilitation process.

  • Demonstrated knowledge of risk identification, analysis, control and financing methodologies.

  • Ability to plan, implement and monitor the risk management program.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Preferred Qualifications • Certification as Certified Insurance Service Representative ( CISR ), Certified School Risk Manager ( CSRM ), Certified Insurance Counselor ( CIC ), or Certified Risk Manager ( CRM ), or some combination thereof.

  • Knowledge of the State of Montana Workers Compensation laws, SAW / RTW regulations, Risk Management and Tort Defense lines of insurance coverage and MUS OCHE lines of coverage.

  • Familiarity and/or experience with a relational database system such as Banner.

  • Technical training in insurance policy language.

  • Familiarity with the University system and its stakeholders.

  • Ability to establish and maintain effective working relationships with staff and students at all levels of the organization, as well as outside stakeholders such as the State Risk Management & Tort Defense staff, and insurance adjusters and risk management committee members.

  • Ability to manage time effectively, and to work with attention to detail.

  • Ability to work with confidential information.

  • Ability to use personal computers and software such as e-mail, web browsers, MS Office, and large databases such as the State PCIIS insurance reporting system, Origami, and Banner.

  • Ability to communicate effectively, both verbally and in writing.

  • Demonstrated strong written and verbal communication skills and competence in communicating information, directions, and procedures to internal and external stakeholders.
