SciTec Proposal Manager in Boulder, Colorado

SciTec has an immediate opportunity for a talented Proposal Manager to lead proposal teams, refine proposal development processes, and contribute to pre-proposal business development activities. The Proposal Manager must be able to perform as an individual contributor and manage proposal team activities within a tight schedule environment. This position will be conducted in a hybrid mode (in-office and remotely) and may require extended travel (4-6 weeks annually). The candidate's in-office location will be one of SciTec's facilities in Princeton, NJ; Boulder, CO; Dayton, OH; El Segundo, CA; or Huntsville, AL. This will be discussed during the phone screen and interview if scheduled. This position reports to the Executive Director of Program Development.

Responsibilities

  • Support SciTec Program Development Managers and Portfolio/Business Area Leads in refinement and execution of business development and proposal processes.

  • Work with Portfolio/Business Area Leads to define proposal staffing needs, particularly with regard for the technical SMEs.

  • Lead SciTec prime proposal teams comprised of SciTec and subcontractor staffs

  • Develop and track team progress to the proposal schedule that results in the efficient and on-time submission of the proposal material.

  • Manage to the proposal budget baseline.

  • Develop proposal outlines, features/benefits, and proof points; develop, refine, and incorporate win themes in the proposal.

  • Recommend the balance of text, graphics, callout boxes, and related content in the proposal layout.

  • Oversee and guide the development of proposal graphics, including management of contracted graphics artists.

  • Lead or support the development of oral presentations or videos.

  • Issue writing assignments and edit all inputs into a cohesive, compliant, and compelling final product.

  • Coordinate and track proposal requirements with our Contracts office, including customer’s needs and teammate non-disclosure agreements and teaming agreements.

  • Coordinate and track proposal requirements with internal organizations (e.g., HR, Finance, IT, Security, etc.).

  • Coordinate and track Cost/Price proposal requirements with our Business Operations staff.

  • Coordinate and track proposal content and logistics with our subcontractor teammate(s) and vendor(s).

  • Coordinate with the Portfolio/Business Area Leads in the development of all required SciTec proposal material and deliver to the prime contractor (when we’re a sub).

  • Ensure timely delivery of all required proposal deliverables.

  • Support pre-award activities including addressing customer questions, BAFO, and teammate engagement.

  • Support program standup activities to include kickoff meeting, program team orientation, and collaborative IT environments.

  • Support other proposal efforts and other duties as assigned.

Requirements

  • Bachelor’s degree in Business Management, Technical Writing, Physics, Mathematics, Engineering, Computer Science, or related field.

  • US Government or US aerospace industry experience in business development, technical, or managerial roles of 8+ years.

  • Domain knowledge in one or more of the following: Intelligence, Surveillance, & Reconnaissance; Air/Missile Defense; Remote Sensing; Command & Control.

  • Experience working with one or more of the US Air Force, US Space Force, Missile Defense Agency, Space Development Agency, Military Services, Military COCOMs or Intelligence Community.

  • Industry experience of 5+ years participating on US Government technical proposals.

  • Experience analyzing request for proposal documents to formulate and execute the proposal development plan.

  • Experience in leading proposal development efforts, issuing writing assignments, following proposal development process and conducting meetings/reviews.

  • Strong team building, time-management, and conflict-resolution abilities.

  • Collaborative with team-oriented attitude and self-motivated.

  • Ability to interact and develop positive relationships with SciTec staff, customers and teammates.

  • Ability to map WBS elements, SOW paragraphs, and LCATs.

  • Ability to iteratively revise bottom-up pricing to arrive at the price-to-win value.

  • Ability to meet proposal deadlines, including working nights, weekends and holidays as necessary.

  • Possess strong writing skills to articulate and refine our technical and managerial solutions that aligns with the customer’s requirements.

  • Extensive experience in documentation and scheduling tools (i.e. Microsoft Office Suite software - Word, Excel, PowerPoint, Project) and with collaborative environments (e.g. Confluence, Teams).

  • Ability to summarize complex technical descriptions.

  • Excellent verbal and written communication skills.

  • Demonstrated attention to detail.

Candidates with the following qualifications will be preferred

  • Industry experience of 8+ years participating on US DoD technical proposals

  • Professional proposal training course completion

  • Managing subcontractor, consultant, vendor performance

  • Risk management

  • Agile management principles

  • Active DoD SECRET clearance or higher

The pay range for this position is $140K - $215K/ year. SciTec considers several factors when extending an offer of employment, including but not limited to the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
