State of Massachusetts Rapid Shelter Track Program Manager in Boston, Massachusetts

_Executive Office of Housing and Livable Communities (EOHLC)__is seeking a Rapid Shelter Track Program Manager in the Division of Housing Stabilization!_ _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. The Division of Housing Stabilization (DHS) oversees programs providing shelter and support services to eligible families/individuals and individuals who are experiencing homelessness. _OVERVIEW OF ROLE:_ The Rapid Shelter Track Program Manager in the Division of Housing Stabilization (hereinafter known as “Manager”) is a critical new role leading the work of successfully serving families in the EA Family Shelter Program assigned to the Rapid Shelter Track. The Manager will manage the operational aspects of programs within the EA Rapid Shelter Track, including managing provider contracts, developing and implementing policies and procedures for the program, performance oversight to the program and providers implementing the program, and family needs. This role is instrumental in ensuring that Rapid Shelter Track programs meet the needs of families. This role will conduct day-to-day Rapid Shelter Track program and contract oversight, implement program performance management, including monitoring and oversight of provider performance, and change management for new data systems and processes. The Manager will also implement, monitor, and evaluate programs that meet service needs, implement strategies for strengthening coordination, problem solving and decision making, and resolve on-the-ground operational issues promptly. The Manager will work closely with the Director of Rapid Shelter Track, as well as teams overseeing Bridge Shelter Track, data management, intake, eligibility, and placement in the EA Family Shelter system, exits and diversion, fiscal, legal, and policy. The Manager will also collaborate regularly with external partners including providers, EA participants, and other community groups. _DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_ 1. Manage Rapid Shelter Track Programs: · Manage contracts with providers, including providing support for the start-up or closure of Rapid Track sites. · Ensure sufficient locations and geographical coverage to serve families in the EA Rapid Shelter Track. · Oversee performance of providers. · Procure providers and sites as needed. · Troubleshoot family challenges and other issues and escalations raised by providers in the day-to-day management of Rapid Shelter Track programs. 2. Support Rapid Shelter Track policy and program development and oversight: · Support the Director of Rapid Shelter Track’s oversight of policies and programs serving families assigned to the EA Family Shelter Rapid Track. · Recommend improvements to Rapid Shelter Track programs and policies. 3. Contribute to the effective operations of the EA Family Shelter System:__ · Work collaboratively with the Bridge Shelter Track and broader EA Family Shelter system management teams at DHS to ensure an effective system of family homelessness prevention to ensure that shelter is rare, brief, and non-recurring.__ _PREFERRED QUALIFICATIONS:_ 1. Working knowledge of the principles and practices of public and business administration, and the rules, policies, and regulations governing the operation of the Secretariat. 2. Ability to communicate effectively orally and in writing, ability to write concisely to express thought clearly and to develop ideas in logical sequence. 3. Demonstrated ability to collaborate with high level officials and executives. 4. Strong problem-solving orientation. 5. Ability to prioritize numerous tasks, and to work under time constraints. 6. Strong interpersonal and team skills. 7. Passion for public service. 8. Demonstrated proficiency with Excel, PowerPoint, and other Microsoft Office applications. 9. Ability to adjust to changing situations to meet emergency or changing program or production requirements. 10. Knowledge of the principles and practices of public management, including planning, organizing, directing, motivating, controlling and decision making. 11. Ability to anticipate and analyze difficult situations and take corrective action to prevent problems from reoccurring. 12. Ability to maintain harmonious working relationships with others. 13. Experience in government or other public sector industry or a related field is highly desirable. 14. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
