The Co-op will work primarily on matters relating to the Massachusetts State Retirement Board (“MSRB”). * * About the Legal Department: *In part,acts as in-house counsel to the Treasury Executive Staff and all Treasury departments, including the MSRB. Attorneys advise and consult department heads and staff on a variety of legal issues, draft legal memoranda, appear in administrative hearings, negotiate contracts, respond to public records requests, interpret statutes and regulations, and guide the process for purchasing goods and services. The legal unit of the MSRB, a department within the Treasury which administers a defined benefit retirement plan for Commonwealth employees, is responsible for providing legal counsel to the Board and staff on all matters relative to the proper administration of the retirement system as governed by applicable state (M.G.L. c. 32) and federal requirements. *Position Summary: This position will work with the legal unit of the MSRB andwill be exposed to a variety of areas, with primary focus on research, assisting with preparing for administrative law hearings, and/ad hoc/projects. Co-ops will assist the MSRB legal team with researching specific questions regarding law and policy, preparing for administrative hearings, drafting hearing briefs and other legal written work, and attending various meetings alongside the legal team. Interest and/or coursework in constitutional law, trusts & estates, contracts and laws pertaining to state employees and public bodies is strongly preferred, but not necessary. Responsibilities: * Research statutes, regulations, and case authority to respond to legal issues, including those relating to M.G.L. c. 32 and other administrative law topics * Develop working knowledge of M.G.L. c. 32 and related regulations * Provide written or oral responses, including drafting memoranda of law and administrative law briefs, to legal inquiries primarily relating to M.G.L. c. 32 * Attend different meetings and administrative law hearings with Treasury legal staff * Assist with different administrative tasks related to legal team operations * Other tasks as requested Preferred Skills: * * *Excellent communication and interpersonal skills * Strong organizational and planning skills * Strong research skills, including adeptness with Westlaw * Ability to write clearly and persuasively * Working knowledge of MS Office Software, especially Excel and Word * Ability to prioritize and manage multiple assignments at once Program Benefits: * *Legal experience working within public sector * Exposure to various areas of legal work *Application: We are committed to advancing the experience of students in the workplace.
