Commonwealth Care Alliance Manager, Housing Stabilization - Family Emergency Shelters in Boston, Massachusetts

Why This Role is Important to Us:

Position Summary:

CCA partners with the Commonwealth of Massachusetts to provide supportive temporary emergency shelter to families under the Executive Office of Housing and Livable Communities' Emergency Assistance program. Our shelter program is part of the Commonwealth's response to a rapidly growing number of unhoused families, including thousands of families migrating from Haiti due to natural disasters and civil unrest. CCA and our partners provide linguistically and culturally appropriate case management and nurse triage support, supporting families with housing navigation services and connection to jobs, health care, schools, daycare, immigration legal aid etc.

The Housing Stabilization Manager, Family Emergency Shelters, leads a team conducting housing stabilization activities to ensure tenancy preservation for families who have transitioned out of CCA-supported family shelter sites into permanent housing across Massachusetts, including monthly check-ins with families and landlords, and intervention in cases when tenancy is at risk.

  • Yes, which includes but is not limited to providing leadership, work direction, and performance feedback to subordinate staff.

What You'll Be Doing:

Essential Duties & Responsibilities:

Lead a team conducting housing stabilization activities to ensure tenancy preservation for families who have transitioned out of CCA-supported family shelter sites into permanent housing across Massachusetts.

  • Directly supervise a team of housing stabilization specialists across family shelter sites

  • Trainings: lead the design and delivery of trainings for housing stabilization specialists on housing stabilization resources and approaches.

  • Performance management: Lead the design of a performance management program for housing stabilization efforts across CCA's shelter sites, ensuring that retention goals are met or exceeded, collaboratively amplifying and implementing best practices, ensuring the capture of accurate timely data, and driving initiatives to ensure continuous performance improvement.

  • Data and reporting: Regularly review and present programmatic data related to housing stabilization, ensuring that all family shelter leadership are aware of goals and actual performance throughout each month. Proactively work with site leadership to ensure compliance with program requirements (eg timely completion of Stabilization Plan in the Commonwealth's online ETO portal) as well as to capture, review and ensure accuracy of data in CCA's internally developed databases.

  • Consult on specific cases: Provide expert consultation to housing stabilization specialists on complex tenancy preservation cases, ensuring successful resolution.

Other duties as assigned.

Working Conditions:

  • Work will be on-site at family emergency shelter locations across Massachusetts, with occasional travel to conduct home visits and to work at other sites or remotely.

Other:

  • Valid driver's license and reliable access to a vehicle.

What We're Looking For:

Required Education (must have):

  • Bachelor's Degree

Desired Education (nice to have):

  • Master's Degree in Social Work (LICSW) or similar advanced degree

Required Experience (must have):

  • At least three years of experience providing case management services for populations experiencing homelessness in Massachusetts

  • At least two years of experience directly supervising other staff.

Desired Experience (nice to have):

  • Five years experience providing case management services for populations experiencing homelessness in Massachusetts

  • Experience working in family shelters.

  • Experience working with individuals that have recently immigrated to the US, particularly from Haiti.

Required Knowledge, Skills & Abilities (must have):

  • Demonstrated ability to creatively leverage resources in Massachusetts to support families for case management support for for populations experiencing homelessness in Massachusetts

  • Demonstrated ability to successfully supervise and lead a team of staff to meet program goals.

  • Demonstrated ability to develop and deliver effective trainings.

  • Experience in shelters, social services or related environments supporting people with housing navigation.

  • Requires excellent interpersonal skills in order to communicate and work with staff and external partners of all skill and experience levels

  • Demonstrated ability to identify problems and opportunities for improvement and develop plans for resolution.

  • Must be able to work collaboratively and create an atmosphere of trust and respect within project teams and with external partners

  • Must be highly organized and self-directed with a proven ability to work with supervision on departmental and cross-functional projects of a diverse nature

  • Computer skills: intermediate Excel skills including pivot tables, lookup functions, etc. and an interest in continued learning in Excel functions; intermediate skills in other Microsoft Office suite products.

  • Must be able to exercise a high level of diplomacy to recognize politically sensitive issues

  • Ability to multi-task and switch gears quickly / effectively

  • Ability to take personal initiative and work independently, as well as part of a team

  • Reliable transportation and ability to travel throughout Massachusetts

Required Language (must have):

  • English

Desired Knowledge, Skills, Abilities & Language (nice to have):

  • Experience with homeless management information system online platforms in Massachusetts

  • Bilingual (Haitian Creole or Spanish)
