The Massachusetts Department of Public Health (DPH) is seeking a dynamicExecutive Director of the Board of Registration in Pharmacyto play a crucial leadership role in safeguarding public health through the regulation of pharmacy practice in Massachusetts. You will lead the Board in the enforcement of regulations, oversee the licensure process, and ensure that only qualified individuals provide pharmacy services. This role involves close collaboration with state and federal agencies, educational institutions, and professional organizations to develop and implement policies that uphold the highest standards of pharmacy practice. You will provide expert guidance to Board members and staff, fostering a supportive work environment that promotes staff development and ensures compliance with state laws and standards. As the Executive Director, you will also be responsible for managing the Board’s disciplinary process to protect public safety, offering strategic direction to investigative and prosecutorial staff, and representing the Board in various state and national forums. This position demands a visionary leader with a deep understanding of pharmacy regulations, a commitment to public health, and the ability to navigate complex legal and regulatory landscapes. Your leadership will be essential in advancing the Board’s mission to promote health equity and protect the citizens of the Commonwealth through effective pharmacy regulation. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Lead the development and implementation of programs and policies to regulate pharmacy education and practice in Massachusetts, ensuring public safety and health equity. * Oversee the licensure process for pharmacists, pharmacy interns, technicians, and related entities, ensuring that only qualified individuals are authorized to provide pharmaceutical services. * Provide expert consultation to Board members on pharmacy regulatory matters, offering leadership in the evaluation and revision of Board policies, practices, and advisories. * Manage the Board’s disciplinary processes, providing procedural and substantive direction to disciplinary staff, investigators, and Board members to resolve complaints against pharmacies and pharmacy personnel. * Collaborate with the Department of Public Health and other agencies to coordinate the Pharmacy Substance Use Disorder (PSUD) program and the Unified Recovery and Monitoring Program (URAMP), contributing to ongoing education and support initiatives. * Recruit, hire, and manage Board personnel, conducting performance evaluations, and fostering a supportive work environment that promotes staff development and compliance with state regulations. * Act as the Board’s liaison to federal and state entities, the media, the Legislature, and professional organizations, representing the Board in matters related to pharmacy licensure, education, and practice standards. * Draft, review, and implement legislation and regulations designed to protect the public and enhance the efficiency of Board operations, including the publication and editing of the Board’s newsletter. * Coordinate the technical needs of the Board, working with IT to develop and enhance computer programs that support Board operations and regulatory functions. * Represent the Board at state and national conferences, on committees, and before advisory panels and task forces, ensuring that the interests of the Commonwealth’s pharmacy practice are effectively advocated and upheld. /_Preferred Qualifications:_/ * Extensive knowledge of pharmacy practice, health care policy, and the standards governing pharmacy operations, including licensure qualifications and procedures. * Proven experience in managing complex organizations, preferably within government, with a strong understanding of personnel administration and the budget process. * Expertise in the investigation and evaluation of complaints against pharmacies and pharmacy personnel, including the adjudicatory process and litigation conduct. * Comprehensive understanding of Massachusetts and Federal pharmacy laws, and emerging trends in health care and pharmacy practice, including technological advancements. * Proficiency in strategic planning, process improvement, and organizational management, with strong skills in research and legislative drafting. * Strong communication skills, both written and verbal, with proficiency in Microsoft Office Suite applications and database management. * Ability to lead, motivate, and train volunteer Board members and staff, ensuring alignment with statutory mandates and fostering a productive work environment. * Demonstrated ability to manage crisis situations, respond constructively to criticism, and balance multiple urgent demands effectively. * Knowledge of administrative law, public health, consumer protection, and public speaking, with a focus on developing innovative, patient-centered health care policies. * Ability to interpret and explain complex laws and regulations, conduct thorough research, and maintain the Board’s best interests above personal considerations. /_DPH Mission Statement:_/ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high-quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
