As the State Energy Office, DOER is the primary energy policy agency for the Commonwealth. DOER supports the Commonwealth’s clean energy goals as part of a comprehensive Administration-wide response to the threat of climate change. DOER focuses on transitioning our energy supply to lower emissions, reducing and shaping energy demand, and improving our energy system infrastructure. To meet our objectives, DOER connects and collaborates with energy stakeholders to develop effective policy. DOER implements this policy through planning, regulation, and providing funding. DOER provides tools to individuals, organizations, and communities to support their clean energy goals. DOER is committed to transparency and education, supporting the accessible access to energy information and knowledge. * * * DOER is seeking a Director of Siting and Permitting to manage all aspects of the department’s work related to siting and permitting of small clean energy infrastructure. The 2024/Act promoting a clean energy grid, advancing equity and protecting ratepayers (“2024 Climate Law”)/established the Clean Energy Siting & Permitting Division at the Department of Energy Resources. The Division provides technical support and assistance to local governments, project proponents, and other stakeholders to support the siting and permitting the small clean energy infrastructure critical to the Commonwealth’s efforts to combat climate change and meet mandated emissions reductions. The Division establishes standards and requirements for the siting and permitting of small clean energy infrastructure facilities, e.g. generation projects smaller than 25 MW, grid infrastructure less than 10 miles, or storage less than 100 MWh, through the promulgation of regulations and provides guidance and best practices to the 351 Massachusetts cities and towns tasked with managing those permitting processes. The Director will lead the Clean Energy Siting and Permitting Division, oversee the regulations process, and provide expertise – for both internal and external audiences – on small clean energy infrastructure siting and permitting. The work of the division supports the Commonwealth’s energy strategies and will cement Massachusetts’ position as a national leader in tackling our energy and climate challenges. The Director will oversee all aspects of the Clean Energy Siting and Permitting Division’s operations, including establishing and managing a team (as this is a new Division); developing and promulgating regulations; developing policy requirements and administrative procedures; managing the publication of outreach and educational materials; ensuring the timely implementation of the mandates of the 2024 Climate Bill related to small clean energy siting and permitting; and coordinating with the other senior DOER and EEA staff on land use priorities. The Director will also coordinate with the Siting Division at the Department of Public Utilities to ensure consistency between permitting processes for small and large clean energy infrastructure as well as Energy Facilities Siting Board review of small clean energy infrastructure. The Director will work closely with municipal elected officials, their staff, and their associations, in developing and delivering standards and technical assistance. The Director will report to the Commissioner of DOER and consult with DOER and EEA policy staff as needed, such as coordinating with DOER’s Green Communities Division on municipal relations and the Renewable and Alternative Energy Division on renewable energy policy. The Director will work with their staff to develop and implement programs and support that improves the local siting and permitting process, increases meaningful local engagement, and ensures alignment with the Commonwealth’s ambitious greenhouse gas emission reduction targets and biodiversity initiatives. In collaboration with DOER’s Environmental Justice staff, the Director will identify areas to enhance the division’s support of environmental justice communities to ensure the equitable siting and permitting of small clean energy infrastructure and that benefits of these projects flow to EJ communities. *Preferred Qualifications: * At least 6 years of land use and/or planning experience * Demonstrated team management experience * Working knowledge of the Massachusetts policies articulated in the Clean Energy and Climate Plan, Global Warming Solutions Act, and 2024 Climate Law * Familiarity with Massachusetts municipal governance and Home Rule * Experience in clean energy project development * Ability to communicate effectively in oral expression and make effective oral presentations * Exceptional written and verbal communications skills * Ability to work with a broad range of constituencies * Demonstrated problem solving experience * Mediation experience * Public relations experience * Project management experience Please provide a Resume and a Cover Letter describing your interest in the position as attachments marked “as relevant” to your application. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
