The Department of Youth Services (DYS) is the single agency for all pre-trial detained and adjudicated/committed youth. DYS serves young people as young as 12, but most are 15-21 years of age. Approximately half of the committed population is served in DYS residential programs, and the other half is served in the community. There are 40 residential programs (hardware secure and staff secure); 19 are state-operated programs and 21 are provider-operated under contract with DYS. DYS also has 21 district offices that provide supervision and support to youth transitioning back to the community from a DYS residential program. The Director of Contracts is responsible for overseeing, managing, and ensuring the delivery of all contracted services for the youth population that include, residential programs for treatment, assessment, detention and revocation, foster care, community-based services, and various individual support contracts. This is a senior-level position, which directly contributes to the agency’s overall mission of public safety and rehabilitation of juvenile justice-involved youth. For additional information about the Department of Youth Services and its programs please watch: https://drive.google.com/file/d/1gyP0kCJ181nBakh9Cc0pNNEyPw7kAoI6/view *Duties and Responsibilities (these duties are a general summary and not all inclusive):* * _ Direct, monitor, and manage the operation of the Department of Youth Services’ Contract Unit. * Provide direction to and oversight of the implementation of the agency’s competitive procurement process for the purchase of services and consultant services. * Negotiate, execute contracts, and provide training and technical assistance as needed. Direct and assist Contract and regional staff in troubleshooting and resolution of audit findings and/or internal control issues within the agency or its provider programs. * Evaluate business processes and make adjustments as necessary to promote efficiency. Evaluate the performance of Contract staff. * Lead the Department’s Contract quality assurance efforts in the development, tracking, monitoring, and reporting of contract performance metrics. * Coordinate efforts with other DYS business units including residential and community program monitors, fiscal, investigations, training, and JRAs and establish a system for review, feedback, and use of results for contract and procurement purposes. * Manage the Chapter 257 Regulation process for all DYS POS contracts. The process involves leading a work group of DYS Executives, DYS Senior Regional Staff, and Provider Senior Staff to review the Chapter 257 rates and determine whether the current DYS contracts for residential services are appropriately resourced to operate quality and effective programs. The process requires the development of a quality assurance practice for ensuring that the available resources are being utilized and leveraged by contracted providers to deliver quality and effective residential services. * Meet with the Executive Team to present for approval the new residential service rates developed by the EHS Chapter 257 staff and attend Chapter 257 Public Hearing meetings as the DYS representative. * Formulate, write, and implement policies for contract administration. Interpret promulgated regulations and directives disseminated by oversight agencies. * Analyze the efficacy of current practices and the operational requirements of the POS service system. Establish the agency’s POS policies and procedures. * Prepare, provide, and disseminate informational memoranda to DYS Regional Directors and Fiscal Managers. * Maintain effective communication with oversight federal/state grant awarding agencies including OSD, EHS, DESE, OSC, DYS executive and senior management staff, as well as provider agency executive directors and CFOs. * Ensure compliance with all POS regulations by providing training and technical assistance, dissemination of information and materials, review and analysis of reports, and other pertinent information. * Identify mechanisms for enhancing communication. * Represent the Department at DYS Provider meetings and collaborate with and provide technical assistance to Providers on issues that impact the delivery of services to DYS. Work with DYS Executive Staff as applicable to present the Provider issues and a proposed resolution. * Communicate effectively, both verbally and in writing, the POS goals, objectives, and outcomes on a monthly basis. * Serve as Department lead for any POS issues in audits from the State Auditor’s Office, and EOHHS or OSD Audits. Work with DYS legal, and other agencies as applicable in the timely resolution of the audit findings. *Preferred Qualifications* · Strong leadership skills. · Knowledge of the principles and practices of financial and contract management. · Knowledge of DYS, its goals and objectives. · Knowledge of the DYS programs and services to detained and adjudicated youth. · Knowledge of the laws, regulations, standards, and guidelines governing agency and state government operations. · Ability to give written and oral instructions in a precise manner. · Ability to plan and organize staff and resources to meet the needs of the agency’s goals and objectives. · Ability to communicate effectively and clearly with diverse groups. · Ability to direct and motivate subordinate staff to handle multiple tasks within tight timelines. · Ability to design, analyze, and implement complex systems of operation. · Ability to set and accomplish work objectives, analyze difficult situations, and take corrective actions. · Ability to make decisions on an urgent basis and apply experienced reasoning; and · Ability to establish rapport with persons from different ethnic, cultural, and/or economic backgrounds. *Schedule: First (1st) Shift 8:45AM - 5:00PM with Saturday and Sunday off* ** *About the Department of Youth Services:* The Department of Youth Services (DYS) is the juvenile justice agency for the Commonwealth of Massachusetts.
