The Program Management Office in the Highways Development Division at ITD is seeking a highly motivated professional for aProject Manager IIposition.

This position will be the statewide subject matter expert in project management best practices with focus in the areas of project scheduling and chartering; program and project delivery, funding, and budget balancing; and project cost estimating. This position will work with a diverse range of internal and external professionals delivering projects programmed in the Idaho Transportation Investment Program (ITIP). They will support and provide direction/consultation to the six ITD districts, the Headquarters Highways sections, and the Program Management Office in delivery of the statewide development and construction program of over 400 projects. This position is responsible to move ITD forward by improving our project management business practices and to lead ITD in statewide project management. This position will develop tools and training for all project owners, sponsors, and managers.

Example of Duties for Project Scheduling SME:

  • Create and maintain up-to-date statewide Project Management and Chartering Training.

  • Create and maintain a project chartering workbook and status log.

  • Conduct statewide Project Management and chartering training including best practices for ITD.

  • Project Scheduling System Administration:

  • ITD’s current scheduling system is Microsoft Project On-Line. This position will be the statewide subject matter expert and administrator of this system for ITD.

  • Responsible to understand the detailed inner-working of the software including the development and delivery of training to users statewide.

  • Work with Project Owners through identifying needed tasks, setting realistic schedules, adjusting schedules and updating schedules.

  • Ensure that project schedules are managed in order to assure timely delivery and must communicate to appropriate Project Owners and Project Managers scheduling issues that may impact scheduled deadlines.

  • Evaluate “what if” cases. Projects that are still in the pre-development phase will require schedules to be able to visualize development timing and potential impacts to delivery of the program.

  • Potential for opportunity to steer ITD towards a different project scheduling system and successfully implement its use statewide.

Example of Duties for Project Programming, Delivery, and Funding SME:

  • Lead ITD in the area of program budget management.

  • Statewide subject matter expert in ITIP programming and budgeting.

  • Track project and overall program budgets and identify how, what, when and at what level budgets need to be programmed on all projects in the ITIP.

  • Work with districts to ensure all scheduled funds are obligated, and help generate End of Year (EOY) balancing and closeout plans.

  • Establish advertisement schedule for all District Infrastructure & Locals projects.

  • Coordinate with Headquarters SMEs on all PS&E submittals prior to advertising.

  • Prepare Board Items, and present Board Items as required.

  • Review PS&E submittals for completeness & bid‐readiness.

  • Create and maintain a bid readiness requirement guide.

  • Complete 90 day and 18 Month Bidding Plan documents for monthly industry meetings.

Example of Duties for Project Estimating SME:

  • Lead ITD in the area of project estimating management.

  • Subject matter expert in statewide estimating and will create and maintain a statewide estimating guide.

  • Subject matter expert in the AASHTOWare Estimation module (statewide estimating software) and will provide statewide training on its functionality and use.

  • Develop and provide training to district staff on how to create, analyze, update project estimates and implement estimating best practices.

  • Develop and update cost trend reports from state infrastructure project history and national data.

  • Review project estimates and offer opinions of probable costs for ITIP projects.

Minimum Qualifications

Experience:

  • Planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes.

  • Interpreting and explaining specialized or complex material into information usable by the public.

  • Developing and monitoring contracts.

  • *Typically gained by one year of work experience in all of the areas above.

Desired Qualifications:

  • A detailed understanding of project management as it relates to the Idaho Transportation Investment Program including providing statewide leadership and training.

  • A thorough knowledge of Microsoft Project including system administration, creating, maintaining and updating multiple project schedules.

  • Skills and experience to lead ITD in improving the chartering process for all ITD state infrastructure projects.

  • A thorough knowledge of project development and project management.

or

  • A detailed understanding of project programming & funding.

  • Skill and experience to lead ITD in project banking and project budget programming.

  • Experience working with a large portfolio of infrastructure projects.

  • Experience working as a statewide lead in areas of project finance and funding.

  • The knowledge and background to initiate and implement the statewide project bid readiness program. A thorough knowledge of project development and project management.

or

  • Experience in estimating large civil works projects.

  • Experience tracking construction industry trends.

  • A thorough understanding of analyzing cost trends and unit prices.
