Central District Health (CDH) (https://cdh.idaho.gov/) is looking for a proven leader with strategic vision to join our Executive Leadership Team as the Division Administrator of ourFamily and Clinic Services (https://cdh.idaho.gov/health/) Division located in Boise.

This key position provides executive level leadership to 55+ employees and is responsible for oversight of the delivery of clinical and educational services to our citizens. This position will lead our experts providing services including: Immunizations, Reproductive Health, Primary Care, Behavioral Health, Oral Health, Women, Infants and Children (WIC), and Parents as Teachers and Nurse Family Partnership home visitation programs.

Typical Duties:

Administration:

  • Articulates and promotes the philosophy, vision, and mission of the agency to all division staff;

  • Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems, and issues;

  • Recommends, interprets, and applies state and federal laws, policies, and sub-grant scopes of work and ensures consistency and compliance;

  • Serves as division and agency representative on the committees and work groups internal and external to the department or oversees assigned staff on the workgroups;

  • Directs and monitors agency and/or division strategic planning and evaluation efforts;

  • Develops long-range facility and service expansion plans in coordination with the District Director and other Division Administrators;

  • Leverages district resources by establishing community partnerships to achieve common goals;

  • Directs social marketing and promotional activities of services including media ads, public service announcements on all media channels, health fairs, school events, and community education;

  • Oversees the development and maintenance of school affiliations to provide learning opportunities for students from a variety of health domains through preceptorships, internships, job shadowing, and special projects;

  • Provides direction to the development, implementation or maintenance of automated systems for recording program data, in consultation with information technology staff where indicated;

  • Participates in Board of Health meetings in an on-going basis; responds to division inquiries from the Board or Director;

  • Oversees the development and implementation of division memorandum of understandings/agreements/contracts and renewals; along with credentialing of providers/payers.

    Personnel Management:

  • Supervises program managers and support staff with varied professional backgrounds, assuring compliance with licensure or certification, and district policies and values;

  • Conducts employee performance evaluations, identifies succession planning opportunities, develops work plans for corrective action or behavioral concerns and termination activities; recommends promotions, bonuses, and merit increases when available;

  • Develops performance standards into division-wide job expectations and monitors division performance based on quality improvement principles/activities with the purpose of maximizing operational efficiency and increasing staff productivity.

    Budget Development and Monitoring:

  • Develops and monitors an annual division budget of approximately $7,000,000;

  • Participates in program reviews, audits, cost assessments, and analysis;

  • Negotiates new and renewal grants and sub-grants and contracts; prepares budget projections; identifies and directs procurement of non-traditional funding sources including federal and non-governmental organization grants through writing proposals or grants;

  • Researches and develops fee schedules in collaboration with the Support Services Division.
