Highway Design - Advertisement & Award is seeking a candidate that is highly motivated, customer service focused and detail oriented to fill this position. This position is responsible for statewide procurement/solicitation of Highway Construction Contracts. The individual will be responsible for developing/preparing, coordinating and executing various contracts for our internal and external statewide customers and partners. This position will ensure that all contracts are in compliance with all state and federal requirements. The selected applicant will collaborate and work with internal and external customers and partners including but not limited to the Federal Highway Administration, Local Highway Technical Assistance Council and Ada County Highway District. This position requires strong emphasis on procurement, contract development expertise, customer service and the ability to communicate clearly and concisely with a variety of Stakeholders. The successful applicant will need exceptional time management and organizational skills with demonstrated experience maintaining accuracy and order in a fast paced and fluid environment.

Example of Duties:

  • Produce Advertisement request packages for the Advertisement and Award team

  • Analyze bid abstracts for item costs, appearance of collusion, geographical data related to location of projects

  • Monitor Contract timeline to ensure execution of Final Contracts within Department timeline requirements

  • Collaborates with our Planning Department for scheduling of upcoming bid dates

  • Conduct weekly public bid openings and compile proposal data for review for accuracy and completeness

  • Maintain the Contractor Information page on the Department’s website with all bid related data

  • Compile Addendum and Postponement data by District and type and generate bi-annual reports for Distribution to the District Engineers

  • Liaison to our bidding software vendors developing and implementing updates

  • Review and Approve all design packages for Advertisement and Bid readiness from our District design staff/LHTAC/ACHD for all Major Highways

  • Generate addendums for upcoming proposal requests set to bid

  • Act as a point of contact for contractors, answering bid and proposal related questions via phone, email and in person

    Minimum Qualifications: **You must possess all the minimum qualifications below to qualify for this position.     Experience:

  • Developing grants or contracts including identifying goals and timetables and determining program needs and funding - Minimum requirement met by at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions; OR at least one year of experience providing technical assistance in all aspects of contract development.

  • Monitoring and evaluating grant or contract activities and expenditures - Minimum requirement met by at least one year of experience monitoring and evaluating grant or contract activities for compliance with grant or contract provisions, laws and regulations AND evaluating appropriateness of expenditures for grant or contract activities; OR at least one year of experience evaluating requests for proposals (RFPs), recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance; OR providing technical assistance in all three areas (grants, contracts, and proposals).

  • Interpreting laws, regulations, and policies and advising on their requirements - Minimum requirement met by at least one year of experience interpreting laws, regulations, and policies and advising on their requirements.

  • Evaluating statistical and financial information and developing reports of findings - Minimum requirement met by at least one year of experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings.

    Desirable qualifications:

  • Experience developing/preparing, managing and awarding procurement/solicitation process for Highways construction contracts in compliance with state, and federal regulations statewide.

  • Demonstrated ability to effectively manage multiple projects at a time, with a variety of stakeholders and end users.

  • Experience with project development (design) and/or construction on highway projects.

  • Experience with Adobe Pro, Adobe Acrobat Sign, MS Office Suite (including Word, Excel, Outlook and PowerPoint) and Word Press.
