General Purpose

Manage the following responsibilities: Payroll, Hiring & Onboarding, Active & Inactive Employee records, CAS Operations and all HR metrics, reporting, dashboards, and internal & external audit for the department.

Design, implement and guarantee a hiring process according to the business requirements, and validate the necessary information to ensure that the selected candidates are incorporated with the organization in compliance with current corporate policies and legal guidelines.

Define, lead, and ensure that the Payroll process is fully implemented, complying with high standards of efficiency and effectiveness, avoiding legal risks for the company, and generating trust and credibility by

employees towards timely and truthful payment of their payroll for both companies. Manage all reporting of staffing, leaves, vacations, reporting into different government entities and external auditors.

Manage the efficient management of the CAS (Centro de Atención y Servicio), for more than 3,900 employees to speed up the process of receiving novelties and optimize response times and the quality of the information received.

Control and manage the document management process of active and inactive employees, ensuring the due control and archiving of personal files, and implemented new initiatives that allow optimize the information storage process.

Responsibilities

• Coordinate and supervise the activities of the hiring, Payroll and CAS teams.

• Ensure the incorporation of all workers selected by the recruitment team, considering corporate policies and procedures, as well as the Colombian legal framework.

• Ensure that all incorporated workers are enrolled with the social security system in health, pension, occupational hazards, compensation fund.

• Validate that all changes associated with employees are made in the different software of the HR area.

• Manage legal documents to formalize incorporation as contracts and the amendment for contractual changes in the conditions of workers.

• Validate that the novelties received is considered in its entirety during the payroll settlement process.

• Guarantee payment to third parties of all discounts made to personnel such as taxes, credits, savings and other deductions for third parties.

• Ensure the payment of legal and extra-legal benefits to employees at the established times, complying with current regulations.

• Lead the process of payments to social security and manage with the corresponding entities any developments that occur during and after payment.

• Coordinate the disability recovery process by managing the collection of the portfolio in accordance with the policies established by the company.

• Manage the process of untying personnel, from the issuance of documents to formalize the withdrawal, until the disbursement on behalf of the collaborator.

• Consolidate and support the information of all payroll processes, in order to guarantee the accounting process by complying with the times and parameters such as business name, cost center, unit, etc.

• Supervise and ensure the correct procedure in the process of withholdings on salaries, by way of Income Tax

• Ensure the account reconciliation process managed by the payroll team.

• Create and deliver Hr reporting & Dashboards for internal and external use.

• Manage adequate compliance with the levels of customer service of the CAS.

• Ensure timely reporting of withdrawals from the CAS, to the entire organization.

• Build a customer service model in the CAS that adds constant value to the organization.

• Lead the initiatives of new projects, as well as those that give off the implementation of new software or internal automation via robot.

• Manage the associated activities of the process on the NIRA, PIA, TPRM platforms, etc.

• Build and keep updated policies, processes and procedures of the processes in charge.

• Support projects assigned.

Dimensions

• Leads a team of 16 employees

• Lead and manage the Payroll process for more than 3,900 employees and two legal entities.

• Directly responsible for managing response to internal and external audits, including regulators ensuring that there are no “findings” about the information and processes under his charge.

• Manage the personnel expenses budget > 80mm CAD yearly.

• Manage monthly payments avg. 5.5mm CAD, guaranteeing payments to employees and social security entities in the legal framework and mitigating the risk of penalties, demands and / or default interests.

• Manage more than 2.000 Hires and 1.600 terminations per year.

• Provide the GL information and cover the attestation process about the accounting information for payroll accounts and expenses.

• Prepare and provide internal reports such as Staffing, Attrition, Turnover, OMR, KRI, Overtime, Vacations, Leaves and absences, Operational KPI’s, HC Drivers, etc.

• Prepare and provide external reports for legal entities such as tax reports to DIAN, social security PILA, reports to KPMG for audit purposes, Summer Student Program SENA, etc.

• This position is responsible for the Hiring, Payroll, CAS Employee Files process, novelties, movements, records and reports related to payroll, changes in personnel conditions, social security, personnel administration from the CAS among others.

• Review, correct and approve information related to the processes in charge before moving on to the next process.

• The Employee is obliged to be updated in all the regulations governing Colombian law at all times obliges to observe and comply with all laws, regulations, as well as related internal policies and procedures with the Prevention of Money Laundering and Financing of Terrorism, in addition to complying with the principles and policies contained in the Business Conduct Guidelines, as well as the complementary policies and guidelines applicable to its functions. Education / Experience / Other Information

Education:

• College Diploma (Bachelor´s degree) Business Administration, HR,r or Accounting or any other related discipline

• English proficiency Desirable

Experience:

• Expert knowledge of payroll payment systems, contributions to the social security system, hiring and social security affiliation

• Knowledge in advanced Excel, dynamic tables domain

• Financial analysis and problem-solving skills

• High degree of flexibility necessary to have a wide variety of tasks and functions and the ability to work in a fast and dynamic environment.

• Ability to take the initiative in creating new processes that support and help achieve business objectives

• Ability to build and use strategic relationships inside and outside the organization.

• Project management and planning experience.

• Ability to work autonomously combined with the ability to maintain close relationships with other Centers.

Labor Conditions

Work in a standard office environment; Non-standard hours are a common occurrence.
