Summary About the Position: This position is located in Blakely, Georgia. Position will require incumbent handle all assignments and situations of the Lock and Dam operations independently for the Apalachicola, Chattahoochee, and Flint Rivers Projects, which includes Walter F. George, George W. Andrews, and Jim Woodruff. The incumbent is expected to operate, open, and secure the facility, supervise the operations work force, deal with the general public, and handle emergency situations independently. Responsibilities Lead/Supervise Operations workforce for Walter F. George, George W. Andrews and Jim Woodruff Locks and Dams, and handle emergency situations independently. Ensure Lock and Dams are operated by authorized personnel. Establish deadlines, workloads, and safety procedures to personnel. Provide preventative maintenance orders and working procedures. Keep personnel informed of new procedures and training requirements. Implement training for personnel on overall operational activities. Investigate work-related problems to determine causes, and independently implement corrective action. Establish guidelines and assign work to personnel using both verbal and written instructions. Utilize general guidance, policy, regulations, and standard operating procedures for all aspects of Lock and Dam operations. Ensure use of government property are maintained and utilized with safe practices. Oversight for Lock and Dam to ensure safety of the public. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock & Dam Operator Supervisor without more than normal supervision. Ability to Lead or Supervise Lock and Dam Operators operating hydraulic valves and gates by locking tows and maintaining required pool levels, communicating effectively via marine radio to boat pilots, captains, and deckhands, inputting and reviewing work orders by utilizing Facilities and Equipment Maintenance System (FEMS), inputting vessel information into Lock Performance Monitoring System (LPMS), completing weekly, monthly, and quarterly instrumentation readings, and performing seasonal duties as well as janitorial tasks such as cleaning control house and other site buildings, restrooms, facilities, and standby equipment. I can utilize software such as, FEMS, LPMS, excel, and Corps of Engineers Financial Management System (CEFMS) when required to input time. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability to Interpret Instructions, Specification, etc. (includes blueprint reading) Ability To Lead or Supervise Dexterity and Safety Knowledge of Equipment Assembly, Installation, Repair, etc. Operation of Equipment and Machinery Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Physical Efforts: Eye and hand coordination for operating various controls and handling lines while observing traffic and personnel, during crane lifting operations, lifting dam gates, etc. There is standing, stooping, bending, occasional lifting in excess of 50 pounds, stretching, working in cramped positions, handling or maneuvering bulky items or equipment, and general continuous moderate to arduous physical activity. Working Conditions: Preponderance of work is performed outside subject to extremes of temperature and weather, There is exposure of injuries associated with working in restricted areas (occasionally in cramped and/or uncomfortably hot or cold areas), from falling objects, from working with electrical power tools and wiring or other equipment, from working with normal manual tools, and from falls while working on lock walls, dam service bridge, etc. While possibility of drowning exists as result of falls while working around water, hazard is practically eliminated through observance of safety procedures and use of safety equipment. During maintenance operations is occasionally exposed to unpleasant fumes, dust, etc. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required.
