Bureau of Land Management GIS Specialist in Bishop, California

This is a Temporary Appointment not-to-exceed 6 months or 1039 hours. Appointment to this position will not convey permanent status. Responsibilities Digitizes geographic information, develops maps, and data layer files. Completes data analysis and manipulation, utilizing standard methods and scripts, to process and create data and mapping products. Analyzes impacts of frequently measured environmental factors and conducts basic 3D/spatial analysis and geospatial modeling. Conducts research to locate and obtain information from existing databases. Compiles geographic data from a variety of sources. Provides technical user support and troubleshooting assistance for basic recurring problems related to GIS hardware and application software. Assists higher level specialists and other employees in the development of project requirements, timelines, and deliverable products. Works with a diverse group of local resources specialists, planners, and managers to implement local GIS activities. To qualify for the GS-05 GIS Specialist, you must have at least 3 years of progressively responsible experience, 1 year of which was equivalent to the GS-4, the demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; Communicate effectively orally and in writing. OR Successful completion of a 4-year course of study leading to a bachelor's degree. OR A combination of education and experience. To qualify for the GS-07 GIS Specialist, you must have at least 1 year of specialized experience equivalent to the GS-05. Examples of specialized experience may include; Assisting inputting or updating geographic information into computerized software; Compiling data using a GIS applications; Utilizing GIS software to provide cartographic products such as maps, drawings, and illustrations; Analyzing geospatial data obtained from databases. OR 1 full year of graduate level education or superior academic achievement. OR I meet the provisions of Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f). I will provide a copy of my college transcripts. OR A combination of education and specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary, requiring long periods of sitting and intense concentration. Work Environment: The work is primarily in an office/computer room environment. Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions Education Applicants may qualify for these positions based on experience, education, or an equivalent combination as described in the Qualifications section of this announcement. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7.
