City of Big Spring Municipal Court Community Services Director in Big Spring, Texas

This position is responsible for management of the Convention and Visitors Bureau and coordination of the Community Services. This includes marketing, advertising, tourism activities, public information duties, attracting and coordinating local events. The position also oversees the scheduling and rental of City owned recreational facilities and manages the operations of City park facilities and Mount Olive Cemetery.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Develops and executes marketing plans, programs, and advertising for both short- and long-term goals.
  • Manages and participates in the development and administration of the departmental budget.
  • Researches, analyzes, and monitors financial, technological, and demographic factors so that market opportunities may be capitalized on and measured.
  • Evaluates market conditions and reactions to advertising programs to ensure the timely adjustment of marketing strategies and plans to meet changing conditions and to actively promote Big Spring as a tourism and convention destination.
  • Directs, plans, and organizes, through department staff, to ensure that cultural, recreational and community programs meet the needs and interests of the community.
  • Provides information to media outlets and responds to media inquiries in order to promote and educate the public on City of Big Spring projects, events, and services.
  • Prepares, reviews, and edits press releases, scripts, articles, brochures, etc. to promote events in Big Spring.
  • Oversees the development and management of public relations and outreach programs to stimulate community participation in cultural and recreational activities and services.
  • With department staff, develops, implements, and monitors long-terms plans, goals, and objectives focused on achieving the City and departmental mission and implementing City Councils priorities.
  • Plans, organizes, directs, and evaluates the performance of department staff as well as coaches for improvement and development goals; takes disciplinary actions to address deficiencies.
  • Serves on community boards or committees.
  • Attends and participates in professional group meetings.
  • Responds to citizen inquiries and resolves difficult and sensitive complaints.
  • Provides leadership and works with department staff to develop and retain highly competent customer services.
  • Oversees the operations of the City Parks Department including the Comanche Trail Amphitheater, the Russ McEwen Aquatic Center, and the Roy Anderson Sports Complex.
  • Oversees the rentalschedule and collecting of payments for City owned facilities including the Roy Anderson Sports Complex, Municipal Auditorium, City park and pavilion rentals, the Comanche Trail Park Amphitheater and the Russ McEwen Family Aquatic Center.
  • Oversees the operations of the Convention and Visitors Bureau and the Visitors Center.
  • Oversees the operations of Mount Olive Cemetery.
  • Advises the City Council, City Manager, and other departments regarding departmental issues.
  • Represents the department in employee relations matters.
  • Monitors relevant industry developments, evaluates their impact on City operations, and implements policy and procedure improvements.
  • Schedules and organizes various community events.
  • Performs other related duties as assigned.

  • Knowledge and level of competency commonly associated with completion of a Bachelors Degree in Public/Business Administration or another related field.
  • Ability to read, write, and perform mathematical calculations at a level commonly associated with the completio of a bachelors degree.
  • Possession or ability to obtain a drivers license issued by the State of Texas.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

  • Knowledge of relevant City and departmental policies and procedures.

SUPERVISORY CONTROLS

The City Manager assigns work in terms of somewhat general instructions. The supervisor spot-checks completed work for compliance with instructions and established procedures, accuracy and the nature and propriety of the final results.

GUIDELINES

Guidelines include state statutes, City ordinances as well as City and departmental policies and procedures, and supervisory instructions. These guidelines are generally clear and specific but require some interpretation in application.

COMPLEXITY

The work consists of understanding and applying applicable tax codes and City ordinances.

The purpose of this position is to provide leadership and management of the Tourism andCommunity Services Department.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

Supervises and directs the Parks Supervisor, Sports Complex Supervisor, Tourism Coordinator, Facilities Supervisor, and Administrative Assistant.
