GAP Solutions Inc Senior Program Operations Analyst in Bethesda, Maryland

Position Objective: The National Heart, Lung, and Blood Institute’s (NHLBI) Immediate Office of the Director (IOD) requires a Senior Program Operations Analyst to provide advanced operational support to the National Heart, Lung, and Blood Institute, Office of the Director's program management function. This position will lead the coordination of activities with stakeholders, IOD staff, and the Institute Office of Management PMO. The role is pivotal in ensuring effective IOD operations by overseeing the preparation, organization, and delivery of project documentation, deliverables, reports, and communications. The Senior Program Operations Analyst will be a strategic link within the IOD project management function, driving its mission to deliver streamlined, high-quality project management services to the organization.

Duties and Responsibilities:

  • Lead day-to-day operational support for the IOD project management operations, ensuring timely progress across multiple projects and initiatives.

  • Oversee scheduling, prepare comprehensive meeting agendas, capture critical action items, and ensure effective follow-up on tasks to support project team activities.

  • Manage the preparation and maintenance of documentation, including project plans, status reports, stakeholder communications, and other deliverables.

  • Ensure documentation accuracy, version control, and organized storage for easy access and reference by team members and stakeholders.

  • Develop and maintain dashboards and reports that track project metrics, milestones, and IOD project management performance indicators.

  • Facilitate effective communication between IOD staff, stakeholders, and leadership, ensuring all parties have up-to-date information and addressing any coordination challenges.

  • Analyze project data to identify trends, issues, and opportunities for process improvements, and provide strategic recommendations.

  • Monitor project status, timelines, and deliverables, maintaining detailed records to track the progress of projects within the IOD portfolio.

  • Provide expert feedback and insights to the IOD PM on operational challenges and potential enhancements to its processes and tools.

    Basic Qualifications:

  • Graduate Degree – Master’s degree in Business, Project Management, Healthcare Administration, or related field.

  • Minimum of ten (10) years of experience in a project or program lead role, preferably within a healthcare, research, or project management setting.

  • Advanced proficiency with project management software (e.g., MS Project, Smartsheet) and office productivity tools (e.g., MS Office Suite, especially Excel and PowerPoint).

  • Agency experience with Health and Human Services and the National Institutes of Health

  • Ability to multi-task and pay close attention to detail

  • Excellent analytical, organizational and time management skills

  • Strong organizational and communication skills, with meticulous attention to detail and a proactive approach to problem-solving.

  • Demonstrated ability to manage multiple priorities, lead diverse teams effectively, and communicate clearly across various levels of the organization.

  • Outstanding written and verbal communication skills; history of successfully partnering with cross-functional teams.

  • Proficient in Microsoft 365 (MS Word, Excel, Outlook, PowerPoint).
