Within MITRE’s Intelligence Center the Strategy and Policy Department has the mission to enhance our sponsors’ policy formulation, planning, and strategy execution across the national security enterprise through all-source intelligence and resource analysis that informs decision-making to address threats in an era of strategic competition. Our vision is to guide the formulation and implementation of strategy and policy that enables sponsor transformation and addresses emerging national and global challenges by unlocking the full potential of intelligence analysis to advance the missions of our sponsors. The Department is accountable and responsible for programs with the Office of the Director of National Intelligence (ODNI), the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S), and the Defense Intelligence Agency (DIA).

Job Description:

The Strategy and Policy Department seeks a Lead Systems Engineer to support an IT Modernization Acquisition of a critical financial system. The position involves developing key technical artifacts for the IT Modernization Acquisition with collaboration across the IC and DoD components and experience working with multiple Agencies, Departments, and external partners. Key activities include developing systems architecture documentation, use-cases, business requirements, writing technical requirements extrapolated from business processes and legacy system documentation, and contributing to CONOPs development.

  • Develop system architecture and requirements in support of a cloud-based IT modernization acquisition effort.

  • Participate and lead technical conversations to solicit requirements and develop use cases.

  • Develop business and high-level system requirements extrapolated from business processes and legacy system documentation for CONOPS development.

  • Lead and advise the government sponsor on industry best practices for agile development approach and cloud services and for the development of technical artifacts supporting the IT Modernization Acquisition process.

  • Support efforts to research and cultivate innovative technology solutions to bring new capabilities and efficiencies to the programs.

  • Attend meetings with the technical, systems engineering, business process, cost, and procurement teams to effectively define requirements.

Basic Qualifications:

  • Active TS/SCI with Polygraph

  • Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this opening.

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience

  • Experience collecting and developing technical requirements for a system CONOPS.

  • Ability to translate operational mission needs and business processes to effectively define technical requirements and technical artifacts.

  • Excellent written and verbal communication skills.

  • Excellent collaboration skills working in a team.

  • This position has an on-site requirement of 5 days a week on-site

Preferred Qualifications:

  • Understanding of ODNI’s Mission, from operations to the IT employed to enable mission success

  • Acquisition lifecycle and Requirements development

  • Agile and Waterfall engineering development process experience

  • Ability to break apart complex problems/ideas dealing with near-term or long-term interoperability and communicate solutions to both engineers and Senior Stakeholders

  • Ability to work independently across multiple topic areas, given the disconnected nature of the task
