National Institutes of Health Associate Director, Management Services and Budget in Bethesda, Maryland

Summary The Office of Management Services and Budget, within the ORS, provides comprehensive management support services in such areas as budget and financial management, strategic management, procurement, property management, administrative services, space management, human capital management, regulatory compliance, and program planning and evaluation, and represents the ORS to HHS, NIH, other Institutes and Centers, and external organizations. Official Title: Supv Management and Budget Specialist Responsibilities If selected for this position as a GS-0301-15 Associate Director, Management Services and Budget (Official Title: Supervisory Managment and Budget Specialist) your duties may include, but are not limited to the following: Provides leadership and oversight to staff responsible for conceiving, planning, developing, implementing, and evaluating administrative programs which include financial management; budget formulation, execution and evaluation; contract administration and procurement; property management; travel; human resources; ORS strategic planning; Privacy Act and FOIA requests; policy and directive management; training and development; onboarding and orientation; labor and employee relations; performance management and awards; position management; process improvement; quality improvement; industrial psychology; risk management; and records management. Assesses, developing, implementing, and managing the Office's programs and services to ensure they are supportive of ORS goals, priorities, and practices. Evaluates staff and organizational efficiency and effectiveness in accomplishing assigned goals and tasks and trouble-shooting issues that arise in accomplishing the goals and objectives of the Office. Develops, analyzes, evaluates, advises on, and improves the effectiveness of work methods and procedures, resource utilization, distribution of work assignments, delegations of authority, risk management, quality control, information and documentation systems, and similar functions of management for all programs managed. Keeps apprised of trends and new approaches to manage administrative activities and introducing new and streamlined approaches to provide administrative services to a complex organization. Identifies, develops, and implements new programs and initiatives to meet the needs of ORS and its employees. Analyzes, develops, and writes documents including special reports, position papers, proposals, justifications, and memoranda on numerous subjects dealing with various administrative issues that impact ORS. Coordinates the development of human capital activities and initiatives with the ORS Senior Advisor for diversity and inclusion. Requirements Conditions of Employment Qualifications You qualify at the GS-15 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Developing or managing more than one of the following programs: budget and financial management, strategic management, program evaluation, procurement, administrative services, and organizational development; 2) Developing, evaluating, and advising on administrative policies and procedures; 3) supervising and directing staff through subordinate supervisors; and 4) Collaborating with leadership to further the organizational mission and address issues.
