Program Overview Under supervision of the Director of Operations, the Facilities Manager will oversee preventative maintenance, janitorial and repairs at the agencys residential and commercial sites in seven counties, and vehicle fleet management. The Facilities Manager will supervise, develop, evaluate, and manage the daily activities of Insight Housings Facilities team. They will provide proactive and inspirational leadership to Facilities team by following Insight Housing performance standards and maintaining a professional work atmosphere.

Candidates will be committed to serving individuals experiencing homelessness, alcohol and drug dependency and other mental health issues, and committed to the trauma-informed approach to care of individuals.

Essential Duties and Responsibilities

  • Hire, train, direct, supervise, develop, evaluate, and performance manage the daily activities of Facilities technicians and janitors in accordance with agency policies and directives.
  • Plan, schedule, prioritize, supervise, inspect, and audit the maintenance, repair and janitorial services of Insight Housings owned or leased buildings: including residential and commercial propertiesto ensure properties meet site-specific performance, universal precautions, environmental, health, ADA compliance and safety standards. May assist with hands-on maintenance, repair, and turnover projects.
  • Facilitate and monitor special projects and oversee performance of work related to skilled plumbing, electrical, carpentry, appliance repair, office relocation, space planning and unit rehabilitations.
  • Manage the facilities help desk ticket system through scheduling and assigning staff to repairs and maintenance, tracking the work of facility technicians and janitorial staff.
  • Develop and maintain inventories of equipment, tools, supplies, furniture, key control system and maintenance repair/replacement schedules.
  • Obtain bids from outside contractors and vendors and manage their workensuring conformance with quality maintenance and repair procedures and state, county, and local building codesfor consistent and reliable vendor services.
  • Oversee and manage agencys fleet of vehicles and staff drivers through the Enterprise Fleet Management (EFM) system. Responsible for vehicle maintenance, licensing, fastrak etc.
  • Oversee off-site record archival and ensure compliance with regards to storage/availability of historical documents.
  • Conduct regularly scheduled meetings, supervisions, and trainings to motivate staff for success, promote team building, create professional and technical skill development, and establish and maintain effective working relationships.
  • Assist with or lead special projects as assigned.

Health and Safety

  • Participate in promoting a safe, healthy, and clean working environment consistent with agencys health and safety practices.
  • Conduct regular he lth and safety inspections (electrical, life and fire safety) at all Insight Housing facilities to identify hazards and schedule corrections to fix hazards.
  • In collaboration with the Director of Operations, train staff on emergency evacuation procedures and drills.
  • Coordinate and assist in the delivery of maintenance and safety training for new and existing staff on product and equipment use, techniques, and safety.
  • Ensure staff are aware of and correctly implement all safety rules and regulations, and all policies and procedures.

Administrative

  • Assist with maintaining records of relevant data related to the organizations regulatory compliance.
  • Assist Director of Operations with managing a defined facilities budget for the facilities department; review on quarterly basis to ensure facilities expenses are within budget.
  • Oversee and/or monitor maintenance invoice processing, monitor vendor purchases and coordinate with staff, contractors, and/or vendors for timely processing.
  • Ensure timely and accurate documentation and reports to meet the requirements of accrediting bodies and state regulatory agencies.
  • Drive own or agency vehicle to various sites as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency driving policy at all times.
  • Attend and participate in all meetings and trainings as assigned.
  • Complete and submit own and staff timesheets in a timely and accurate manner.
  • Work within the framework of Insight Housings Code of Conduct.
  • Perform other tasks as assigned.

Qualifications, Skills, and Abilities

  • BA/BS in project, property, or facilities management or related field a plus.
  • 4 years of experience in managing and supervising facilities operations with multiple properties and building types (office settings, residential settings). Experience with CARF accredited agency a plus.
  • At least 1 year experience with staff supervision required.
  • Commitment to serving individuals experiencing homelessness, alcohol and drug dependency, and other mental health issues and to trauma-informed approach to care of individuals.
  • Must be willing to travel between multiple counties and offices within Insight Housings portfolio.
  • Strong background and understanding of HVAC systems, electrical, carpentry, painting, remodeling, plumbing and structural systems.
  • Knowledge of OSHA, fire safety and building codes, and other workplace safety and environmental regulations.
  • Proficient in use of computer and Microsoft office suite (Work, excel, outlook and TEAMS). Experience with ticketing help desk system a plus.
  • Excellent project and time management skills.
  • Ability to interact in a supportive and professional manner with staff and clients of diverse cultural and economic backgrounds.
  • Ability to provide good customer service. Communicate effectively and maintain a calm demeanor in stressful situations.
  • Capable of working independently and as part of a team.
  • Excellent verbal and written communication skills.
  • Must have an ability to read, understand, and apply language from manuals, policies, technical procedures, and instructions.
