Position Overview
As a District Quality Manager, you will take the leadership role in managing district or project quality to ensure the quality program and all quality objectives and goals are met. Candidates will be expected to provide primary technical support to all district and project personnel as well as manage the development and implementation of Project Quality Plans aligned with corporate quality standards and implement processes to prevent quality issues. This position requires the incumbent to develop thorough knowledge of project scopes and schedule as they apply to quality assurance and quality control and function with minimal corporate supervision.
District Overview
Kiewit’s Northwest District is headquartered in Vancouver, Washington. We primarily perform civil infrastructure projects including earthmoving, dams, roadways, water resources, concrete paving and underground utilities. Our Northwest District currently builds projects in Alaska, Arizona, California, Colorado, Hawaii, Oregon and Washington. Mobility is required for this position.
Responsibilities
Promote and maintain effective communications and relations with district management, project management teams, and client representatives as required.
Recruit, hire, train, mentor and supervise district and project quality control personnel (including quality inspectors, and quality managers)
Coordinate quality control staffing needs on projects and assign qualified personnel.
Assist project teams in the development of the Project Quality Plan and participate in project start-up and job planning. Assist in identifying the proper Inspection and Test Plans (ITP’s), checklists, and other documentation for the project.
Approve Project Quality Plans and quality risk assessments.
Monitor and report district quality incidents.
Support projects with technical reviews and interpretation of construction codes and standards.
Maintain, update, and distribute district quality documents.
Undertake training and maintain certifications as required.

Qualifications
Candidates should possess excellent oral and written communication skills, have ability to work independently and as part of a team, possess excellent analytical and problem-solving skills, be proficient with engineering and project management software, and have excellent organizational and time management skills.
Bachelor’s degree in engineering, quality, or similar scientific or technical discipline and 5+ years of related quality management experience, performing functions as outlined above, or associates degree and 10 years of related quality management experience.
Prior quality management or testing and inspection experience with state DOTs, US armed forces, or other federal, state, or local agencies may be given special consideration.
Will also consider candidates with demonstrated strong construction operations background combined with relevant education.
Preferred certifications – CCQM, ASQ, CQE, USACE CQM, ACI, WAQTC, ASCE AWS, CWB, API, ACI.

Base Compensation: $134,000/yr - $140,000/yr
(Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location)
