The posting is intended to fill one (1) position at one (1) of the following work locations: Grand Rapids, Bemidji, Brainerd, or St. Paul, Minnesota. The preferred location is Grand Rapids but Bemidji, Brainerd, or St. Paul, Minnesota will also be considered. The specific location will be agreed upon at the time of selection.
This position coordinates the statewide timber scaling and appraisal program to ensure appropriate compliance with all relevant state statutes, rules, policies and guidelines; to provide the greatest public benefit from the sale and harvest of timber from state-administered lands; and meet all goals and objectives of the Division of Forestry and Department of Natural Resources (DNR).
This position has a flexible work arrangement and may be eligible to telework on a part-time basis, up to 2 to 3 days a week, which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Responsibilities include:
Develop forest product scaling and appraisal techniques and methodologies; revise and update scaling and appraisal information in the Division Timber Sales and Scaling Manual; perform literature reviews and provide recommendations concerning existing timber and biomass appraisal and scaling; plan, assist and develop training aids for timber appraisal and scaling school and statewide conference; serve as lead instructor in appraisal and scaling techniques for Division personnel; and serve as data steward and lead for 4Trees timber appraisals.
Administer scaling and appraisal functions for wood products harvested from state lands; direct, provide leadership and monitor state consumer scale program; oversee and assist with problems concerning electronic scales; coordinate and provide recommendations on forestry information systems to resolve scaling technology and reporting issues; provide technical and administrative support for accurate forest product measurements; investigate and resolve timber scale and appraisal discrepancies; develop and maintain annual mill audit program and perform mill audits; update and revise Consumer Scale Agreements.
Assist timber sales program supervisor in communicating, coordinating and assisting regional timber sales operations; provide technical expertise and coordinate with region timber program foresters; develop/produce reports; attend regional timber sale unit meetings; provide leadership and assistance for appraisal and scaling procedures and policy; draft policy and procedural communications for review and approval.
Perform law enforcement activities across the state so that timber and scaling statutes are enforced; gather evidence, issue written warnings/tickets and testify in court; respond to complaints of law violations and take appropriate action.
Frequent statewide travel required, including but not limited to mill visits, meetings and trainings. Normal working hours are from 8:00 a.m. to 4:30 p.m. but are subject to change based on work needs; hours of work may include weekends, evenings and holidays.
Minimum Qualifications
Bachelor of Science Degree in Forest Science/Management (or a closely related field of academic study).
Two years advanced level professional experience leading forestry work at a supervising field office that includes experience working with timber management policies and procedures, supervision of logging practices, appraisal, scaling and use of timber management software (equivalent to the NR Forestry Specialist, SENIOR class) OR four years intermediate level professional experience that includes experience working with timber management policies and procedures, supervision of logging practices, appraisal, scaling and use of timber management software (equivalent to the NR Forestry Specialist, Intermediate class).
Ability to administer program sufficient to properly manage staff, budget and equipment resources; and to direct activities.
Ability to train and teach sufficient to convey information in classrooms, field demonstrations, seminars, workshops to DNR staff as well as partnering resource managers.
Human relations skills sufficient to direct foresters and lead personnel working in programs, build and lead successful teams, and negotiate successful resolution to complex issues.
Communication skills sufficient to communicate complex concepts and principles to other resource professions and the public both verbally and in writing.
Experience with spreadsheets sufficient to perform complex calculations, interpret data, and produce reports.
Leadership skills sufficient to build and manage teams, motivate people and obtain program commitment from division personnel and other forest managers.
Knowledge of state timber laws sufficient to gain compliance, identify violations and recommend enforcement action.
Preferred Qualifications
Bachelor of Science Degree in Forest Science/Management (or a closely related field of academic study). from a university program accredited by the Society of American Foresters, or comparable accrediting institution, or current Society of American Foresters Certified Forester status.
Two (2) years of experience as a professional forester coordinating forestry work across multiple local units (equivalent to the NR Forestry Regional Specialist class).
Knowledge of Department and Division policy, procedure and operating guidelines; State of Minnesota statutes pertaining to natural resources management; statistically sound survey techniques.
Successful completion of a Leadership Development Program.
Broad range of experiences with all programs administered by the Division of Forestry statewide with an emphasis on the major field operations programs: State Land Management.
Experience writing policy documents sufficient to clearly communicate direction to staff.
Knowledge of TSM, 4Trees, TOPS and DNR Infoview reporting service sufficient to maintain and update consumer records, run reports, recommend and test program enhancements.
Current Forest Officer certification.
Additional Requirements
· This position requires an unrestricted Class D Driver’s license with a clear driving record.
