ASRC Federal Holding Company Business Manager Program Control in Beltsville, Maryland

ASRC Federal Systems Solutions, a subsidiary of ASRC Federal, is seeking a Business Manager Program Control in anticipation of favorable award of an upcoming contract in the Beltsville, MD area.

Program Overview: The Operations, Maintenance, and Sustainment (O&M&S) program supports a range of advanced technology networks and infrastructure essential to high-priority missions in aerospace and defense. These networks provide critical communication, data transport, and tracking services for both government and commercial clients involved in complex mission operations. The program ensures the seamless integration and operation of sophisticated ground-based and space-based systems, contributing to mission success and ongoing modernization efforts.

Position Summary: The Business Manager oversees all financial and operational resource management for a complex, multi-faceted program supporting space communication and geodetic operations. This role ensures alignment with mission-critical goals, compliance with federal financial regulations, optimization of resource allocation, and delivery of performance-driven financial reporting. The Business Manager will work closely with the Program Manager and will play a key role in strategic planning and lifecycle cost management while coordinating with stakeholders to support program efficiency.

Key Responsibilities:

  • Develop and manage program budgets to support operations, maintenance, and engineering efforts, ensuring alignment with contractual obligations and mission objectives.

  • Prepare and deliver comprehensive financial and operational reports, including metrics for cost, schedule, and performance.

  • Support compliance with federal procurement policies and property management regulations.

  • Implement integrated management plans that align with organizational strategies, incorporating risk management and financial oversight.

  • Oversee subcontractor financial performance, ensuring alignment with operational goals and financial agreements.

  • Support strategic planning and resource allocation to optimize lifecycle costs and program efficiency.

  • Collaborate with program leadership to ensure that financial and operational strategies meet evolving mission requirements.

Requirements :

Minimum Qualifications:

  • Bachelor’s degree in Business Administration, Finance, or a related field (Master’s preferred).

  • Minimum of 7 years of experience in financial management for government contracts, with a focus on technical or operational programs.

  • Familiarity with federal financial systems and contracting policies, including FAR.

  • Strong proficiency in financial management tools and enterprise resource planning systems.

  • Ability to obtain and maintain a government security clearance.

Preferred Qualifications:

  • Certified Government Financial Manager (CGFM) or equivalent certification.

  • Knowledge of program management principles, such as PMP or equivalent.

  • Familiarity with communication and navigation systems or geodetic projects.
