Position Summery

The Manager of Employer Reporting and Analytics manages staff, helps sets priorities for the department, and provides advanced analytical support related to employer analytics. Provides project management and requires the use of advanced analytical and reporting skills and process improvement methodologies to design and review evaluation plans, coordinate data collection across groups, guide and develop analysts for reporting support, leading team meetings, and mentor junior staff.

The Manager must maintain an understanding of the changing health care reporting expectations and the impact of such changes on the Plan and employers purchasing the Plan's products. The Manager must remain current on analytic techniques and methodologies, data sources, data available within the Providence Health System and other public and proprietary sources. The Manager must also build and maintain relationships with other leaders across the organization including, Sales, Underwriting, QMM, IS, and outside the organization (brokers, producers, and major accounts.

Key Responsibilities

  • Assuring the appropriate staff is hired, trained, and that staff performance is reviewed on schedule.

  • Oversees the translation of varied and complex data into well documented utilization and quality performance reports and analyses while adhering to quality assurance techniques to meet critical business needs. This requires high level analytical skills and advanced statistical methodologies.

  • Obtaining, cleaning, and reconciling data from multiple data sources to determine the most accurate data to present to guide decision-making.

  • Prioritization of multiple high priority projects to meet deadlines.

  • Continual attention to maintaining the current processes for reporting, including documentation on the report of the key criteria used.

  • Working and leading teams with diverse clinical customers with varying levels of expertise in measurement to gain consensus on projects and initiatives.

  • Establishing team goals and objectives and in monitoring progress toward meeting them.

  • Reports must be constructed so they can be relied upon for direction changes in management of quality initiatives.

  • To balance the need for scientific rigor with the need for concise and quickly available outcomes information.

  • Anticipating the impact of the new Healthcare Reform on Employer Analytics and how it will change the way we currently report and analyze data.

Essential Functions

Provides management oversight to the staff. This includes 6-month performance meetings, day to day interaction to set priorities, and assistance with professional development of staff in the department. Responsible for new staff hiring process, annual performance reviews, staff development and discipline.

Sets strategic and operational objectives.

Provides advanced analytical support to senior leaders (including but not limited to Sales, Underwriting, QMM).

Organizes, prepares, and distributes complex financial analysis and operational reports utilizing multiple data systems.

Leads new strategic data-related projects, such as Business Intelligence development, strategic PHP initiatives, and other high level projects.

Additional Responsibilities

Collaborates with Manager/Director on the operational budget for the Data Analytics department.

Works with leadership to develop and maintain a prioritization process for determining deployment of analytics resources for initiatives.

Guides and provides statistical analyses, Programming and technical data management or Database development.

Provides project management responsibilities for large-size projects that involve data and financial improvement across organization departments.

Informs Business Intelligence work to build and maintain a data warehouse for key data systems.

Develops and provides support for relational databases, including reporting, design, and data management.

Ensures that team maintains clear documentation on reports and other outputs to keep inclusion and exclusion criteria explicit for those interpreting the data.

Serves as a subject matter expert resource and technical lead in areas of applied statistics, database, and analytical tools, SQL programming, and data visualization software.

Maintains thorough knowledge of current and historical health plan database resources and provides technical support and interpretation of enrollment, service line, claims detail, provider, capitation, and other related databases.

Directs the automation of comprehensive reports using programming solutions database, statistical, and spreadsheet software for critical business needs.

Trains new analysts and data coordinators on application software, departmental analytic tools and data repository structure and functions.

Conducts team meetings and documents departmental work flow, system decisions and procedures.

Develops staff and team members in areas of analytic methods and tools, effective communication, project and time management, etc.

Qualifcations - Education

Required Bachelor's Degree Computer Science, Biological Science, Mathematics, or a related field.

Preferred Master's Degree Public Health, Statistics, Health Administration, Mathematics, Computer Science, or a related field.

Qualifications - Experience

Required 7 years Experience in a combination of management and/or analytical roles working with multiple data systems and multiple data reporting tools.

Required Experience in a healthcare environment.

Preferred 5 years Experience in programming in T-SQ , SQL Reporting Services and Tableau

Required 5 years Experience in database management, advanced statistical analysis, presentation software, spreadsheet, and word processing software.

Required 3 years Demonstrated experience developing analytic presentations and written reports.

Preferred Experience in HEDIS measurement and provider quality measurement.

Required Demonstrated experience with managing professional staff who work independently on tasks and projects.

Required Demonstrated experience applying project management skills in data-related and analytic projects.

Job specific Knowledge, Skills and Abilities

Demonstrated advanced quantitative and statistical skills and analytical abilities to interpret complex data for strategic projects.

Ability to summarize and describe data results to customers in a way they can use to make operational or clinical decisions.

Have an in-depth specialized skill-set in one of the following areas: Statistical analyses, Programming and technical data management skills, or database development.

Advanced knowledge of automated data reporting tools and the ability to use reports to design and distribute information from multiple data sources to customers.

Advanced knowledge of project management skills to facilitate leading teams in large size projects.

Ability to apply data analysis results to clinical quality analysis projects.

Intermediate knowledge of statistical programming and statistical methods for analysis of healthcare data, and explore process variation.

Demonstrates supervisory and management skills and works effectively to build relationships with management and staff.

Demonstrated ability to facilitate meetings and function as a project and team leader.

Ability to conduct performance evaluations, develop staff, and mentor junior team members.

Provide conceptual and strategic leadership information management.

Demonstrated skill in developing advanced SQL using T-SQL and SQL Reporting Services programming solutions and employing MS Office Suite, Visual Basic, Visual Basic for Applications, Tableau, Power BI.

Ability to translate organizational strategic vision and director to department level priorities.

Ability to resolve conflicts among staff and between competing priorities.

Knowledge of the health care and insurance industries.

Working knowledge of current medical terminology.

Demonstrated ability in managing projects, including preparing, coordinating, managing and assessing the project plan.

Excellent written and oral communication and presentation skills.
